Er worden ook overgangsbepalingen vastgesteld voor goederen die onderweg zijn of in tijdelijke opslag zijn in Zuid-Afrika of Kroatië of tussen beide landen (artikel 4 van het aanvullende protocol, vanaf 1 juli 2013 toepasbaar). Er worden details verstrekt over de goedkeuringsprocedure en over de voorlopige toepassing van het aanvullende protocol (artikel 6 van het aanvullende protocol) en over de inwerkingtreding (artikel 7 van het aanvullende protocol).

Ondertussen belet niets het Parlement werk te maken van de eerste stadia van de goedkeuringsprocedure (d.i. op commissieniveau), maar de stemming in plenaire vergadering kan alleszins niet plaatsvinden vóór de ondertekening van het protocol en de daaropvolgende officiële toezending van het verzoek om goedkeuring van de Raad aan het Parlement ("saisine"). De voorlopige toepassing van het aanvullende protocol zal ook afhangen van de ondertekening door beide partijen bij de overeenkomst, met uitzondering van de artikelen 3 en 4 van het aanvullende protocol die rechtstreeks toepasselijk zijn vanaf de dag van de toetreding van Kroatië, zijnde 1 juli 2013 (zie volgende punt).
In the meantime, nothing prevents the Parliament to go ahead with the first, committee stages of the consent procedure (but the vote, in Plenary at least, cannot take place before the signature of the Protocol and the subsequent official transmission - 'saisine' – of the request for consent from the Council to the Parliament; the provisional application of the Additional Protocol will also be depending on its signature by both Contracting Parties, with the exception of Articles 3 and 4 of the Additional Protocol, which are directly applicable from the date of Croatia's accession, i.e. from 1 July 2013, see next point).

It adds the Croatian phrases to be used in the movement certificate, in the duplicate, and in the invoice declaration referred to, respectively, in Articles 16(4), 17(2) and Annex IV of the Protocol 1 of the TDCA (Article 3 of the Additional Protocol, applicable from 1 July 2013). It sets up transitional provisional for goods in route or in temporary storage in Croatia or South Africa, or between both countries (Article 4 of the Additional Protocol, applicable from 1 July 2013).

That clause is included in the Additional Protocol signed on 23 November 1970 in Brussels and concluded, approved and confirmed on behalf of the European Economic Community by Council Regulation (EEC) No 2760/72 of 19 December 1972 concluding the additional protocol and the financial protocol signed on 23 November 1970 and annexed to the Agreement establishing an Association between the European Economic Community and Turkey and relating to the measures to be taken for their implementation (OJ 1973 C 113, p. 18).

De Raad verklaarde zich ingenomen met de ondertekening van het Aanvullend Protocol door Iran, en memoreerde dat Iran zich ertoe heeft verbonden de bepalingen van dat protocol na te leven in afwachting van de inwerkingtreding ervan. Hij drong er bij Iran op aan dat het land het protocol uitvoert en spoedig bekrachtigt.
The Council welcomed Iran's signature of the Additional Protocol, recalled that Iran has committed itself to act in accordance with its provisions, pending its entry into force, and urged its implementation and early ratification.

VI Sociaal beleid en sociale bescherming - een actieve samenleving voor iedereen De Commissie zal voorstellen het Europese model van de welvaartsstaat te handhaven en aan te passen door: - toezicht te houden op de sociale problemen waarmee de Lid-Staten ten aanzien van de uitgaven voor de sociale bescherming worden geconfronteerd; - een aanvullende aanbeveling betreffende de aanpassing van de stelsels voor sociale zekerheid aan de veranderende gezinsstructuur, met name via de individualisering van de rechten en de bijdragen op basis van een vergelijking van de huidige ongelijke behandeling naar geslacht in de sociale zekerheid; - een aanbeveling betreffende de financiering van de sociale zekerheid, met daarin opgenomen gemeenschappelijke richtlijnen ter bevordering van een betere aanpassing van de sociale zekerheid aan de stimulering van de werkgelegenheid, waarbij de solidariteitsnetwerken behouden blijven en met het naast elkaar bestaan van verschillende nationale stelsels wordt ingestemd; - een aanbeveling betreffende een verzekering voor langdurige verzorging van mensen die afhankelijk worden; - een wijziging aan te brengen in de richtlijn betreffende de gelijke behandeling in sectoriële regelingen voor sociale zekerheid overeenkomstig het Barber-arrest, het aanvullend protocol op artikel 119 in het Verdrag betreffende de Europese Unie en de arresten van het Hof van Justitie na het Barber-arrest ter verduidelijking van de toepassing van artikel 119 op het gebied van de sectoriële regelingen voor sociale zekerheid.
VI Social Policy and Social Protection - an Active Society for All The Commission will propose maintaining and adapting the European model of the welfare state by: - monitoring the social challenges that Member States face as regards social protection expenditure; - a complementary Recommendation on the adaptation of social protection systems to changing family structures, notably through the individualisation of rights and contributions on the basis of a comparison of actual gender inequalities in social security; - a Recommendation on the financing of social security setting out common guidelines to promote better adaptation of social security to employment promotion while maintaining solidarity networks and permitting the co-existence of different national systems; - a further Recommendation on long term care insurance for people who become dependent; - a modification to the Directive on equal treatment in occupational social security schemes in line with the Barber judgement, the additional protocol to Article 119 in the Treaty on European Union, and the ECJ post Barber judgements clarifying the application of this Article 119 in the field of occupational social security.
