Het actieplan voor eco-innovatie is een van de verbintenissen in het kader van het vlaggenschipinitiatief “Innovatie-Unie” en bouwt voort op het Actieplan inzake milieutechnologieën van 2004.
The EcoAP is one of the commitments of the Innovation Union Flagship Initiative, building on the 2004 Environmental Technologies Action Plan (ETAP).

BEVESTIGT dat de initiatieven betreffende de externe dimensie van concurrentievermogen en markttoegang, alsmede betreffende de duurzame toegang tot natuurlijke rijkdommen en grondstoffen een cruciale rol spelen bij het verbeteren van de globale industriële prestaties en het concurrentievermogen van de EU; IS VAN OORDEEL het feit dat het initiatief inzake structurele verandering erop gericht moet zijn voordeel te halen uit de snelle groei van bepaalde hoogtechnologische sectoren, en dat het initiatief betreffende de koppeling tussen industrie en diensten erop gericht moet zijn de kwaliteit, de productiviteit en de meerwaarde die door de diensten, met name de kennisintensieve zakelijke diensten, aan de industrie wordt verleend, te verbeteren; IS VERHEUGD OVER het voornemen van de Commissie om vóór eind 2007 initiatieven in te dienen over leidende markten, normen en clusters; HERINNERT aan het belang van de voortzetting van het overleg met de belanghebbenden bij het opstellen van het leidende-marktinitiatief, overeenkomstig de conclusies van de Raad van december 2006 betreffende innovatie; BENADRUKT dat het proces van Vereenvoudiging en verbetering van het regelgevingskader en vermindering van de administratieve lasten voor ondernemingen zoals het initiatief CARS 21, een hoge prioriteit blijft, met name omdat het van groot belang is voor kmo's; WIJST OP het initiatief inzake een duurzaam industriebeleid en verzoekt de Commissie een aanvullend actieplan op te stellen om duurzame productie en consumptie in de EU te bevorderen, en tegelijkertijd synergieën met het voorgestelde Strategisch Plan voor Energietechnologie voor de EU en het lopende Actieplan inzake Milieutechnologieën te bevorderen en rekening te houden met het effect op het internationale concurrentievermogen van de EU-industrieën, met name van de energie-intensieve industrieën;
CONFIRMING that the initiatives on the external dimension of competitiveness and market access, as well as on sustainable access to natural resources and raw materials, play a crucial role in enhancing the EU’s overall industrial performance and competitiveness; CONSIDERING that the initiative on structural change should be aimed at taking advantage of the fast growth of certain high-tech sectors, and the initiative on the link between industry and services at improving the quality, productivity and value provided by services to industry, in particular Knowledge-Intensive Business Services; WELCOMING the Commission’s intention to present initiatives on Lead Markets, Standards and Clusters by the end of 2007; RECALLING the importance of continuing the consultation process with the stakeholders in the drawing-up of the Lead markets initiative, as stated in the Council conclusions on innovation of December 2006; STRESSING that the processes of simplification and improvement of the regulatory environment and reduction of the administrative burden on enterprises, such as the CARS 21 initiative, remains a high priority, particularly since they are of great importance to SMEs; POINTING out the initiative on sustainable industrial policy and inviting the Commission to draw up a complementary Action Plan to promote sustainable production and consumption, while fostering synergies with the proposed Strategic Energy Technology Plan for the EU and the ongoing Environmental Technologies Action Plan and taking into account the impact on the international competitiveness of the EU industries, especially of Energy Intensive Industries;

8. IS VERHEUGD OVER het voornemen van de Commissie om een verslag over het actieplan inzake milieutechnologieën voor te leggen, met inbegrip van toekomstige maatregelen voor de spoedige uitvoering daarvan, alsmede, vóór eind 2007, een Europees strategisch plan inzake energietechnologie; ZIET UIT naar de indiening, nog dit jaar, door de Commissie van een actieplan voor duurzame consumptie en productie. VERZOEKT de Commissie het bestaande beleidskader te evalueren, deze en andere voorstellen op coherente wijze te ontwikkelen en, indien nodig, begin 2008 aanvullende voorstellen in te dienen om tot een geïntegreerde strategie ter bevordering van milieu-innovatie te komen;
8. WELCOMES the Commission's intention to present a report on the Environmental Technology Action Plan (ETAP), including future steps for its rapid implementation, and to table a European Strategic Energy Technology Plan by the end of 2007; LOOKS FORWARD to the presentation by the Commission of a Sustainable Consumption and Production Action Plan this year; INVITES the Commission to assess the existing policy framework and to develop these and other proposals in a coherent way and to present, as appropriate, further proposals for achieving an integrated strategy for the promotion of eco-innovation early in 2008;

BEKLEMTOONT de dringende noodzaak om, met name op basis van een snelle uitvoering van het Actieplan inzake Milieutechnologieën (ETAP), milieuefficiënte innovaties eerlijke en concurrerende vooruitzichten op de markt te geven en maatregelen te nemen voor het internaliseren van externe kosten door middel van een doeltreffende mix van instrumenten, waaronder:
