56. is ingenomen met het feit dat de geactualiseerde hervormingsstrategie voor openbaar bestuur tot 2015 is aangenomen en dat de wet betreffende de ambtenaren in april 2011 in werking is getreden; verzoekt de regering met klem om het juridische kader betreffende ambtenaren of ander overheidspersoneel verder te hervormen, onder meer door de op dit domein van toepassing zijnde wetten te wijzigen; benadrukt dat verdere maatregelen genomen moeten worden om een professioneel en onpartijdig overheidsapparaat te realiseren, ook op gemeentelijk niveau; is in dit verband ingenomen met de oprichting van het administratief gerechtshof en spoort de instellingen die verantwoordelijk zijn voor de hervorming van het openbaar bestuur aan het hervormingsproces te bespoedigen; beklemtoont dat benoemingen plaats moeten vinden op grond van verdienste en niet op grond van politieke kleur, en dat daarbij tegelijkertijd moet worden gestreefd naar een evenwichtige vertegenwoordiging;

Welcomes the adoption of the updated Public Administration Reform Strategy up to 2015 and the entering into force of the Law on Public Servants in April 2011; urges the government to further harmonise the legal framework in the area of civil servants and public employees, including by amending relevant laws; emphasises the further steps which need to be taken with a view to ensuring a professional and impartial civil service, including at municipal level; welcomes, in this respect, the establishment of a High Administrative Court and encourages the institutions responsible for public administration reform to contribute to accelerating the reform process; insists that appointments on merit and not according to political affiliation can and must be achieved in parallel with efforts for equitable representation;

De Commissie verzoekschriften en de Europese ombudsman bevorderen en schragen met hun gezamenlijke pogingen een communautaire cultuur van dienstverlening aan de burger met als doel een hoogwaardig openbaar bestuur - transparant, dichtbij, snel en coöperatief. The culture of service to the citizen which is designed to ensure high quality - i.e. transparent, approachable, swift and cooperative administrative services - has been encouraged and strengthened at Community level by the combined efforts of the Committee on Petitions and the Ombudsman, and its first emergence can be traced back to the resolution of 6 September 2001, the date on which the European Parliament adopted the code of good administrative contact proposed by the European Ombudsman.
