De bilaterale dialoog met de landen in het Middellandse-Zeegebied (MoCo), Azië (ASEM), Latijns-Amerika en het Caribisch gebied (ALAC en MERCOSUR) geven echter wel aan hoe de integratie van OTO- en buitenlands beleid zou kunnen verlopen.

2. Believes that the enhanced status of the EU within the UN should pave the way for closer cohesion and cooperation; calls on the Member States, in order to make it possible to lend greater weight to the role of the Union in foreign policy, positioning the EU as a single international actor so as to improve its internal coordination in that area, to agree in advance on a common position on all relevant issues, and to consider ways to provide all necessary tools for achieving a truly common Foreign Affairs and Security Policy; recalls that the post of High Representative for Foreign Affairs and Security Policy was introduced, pursuant to Article 18 TEU, with the aim of enabling the Union to speak with one voice in international forums, and not least in the UN, and that therefore the High Representative should be given the opportunity to perform her role in full, as the EU’s principal external representative;

28. is verheugd over de ontwikkeling van "strategische partnerschappen" die een concrete vorm geven aan de betrekkingen van de EU met zowel gevestigde als opkomende machten; merkt echter op dat dit concept duidelijke en samenhangende criteria vereist in verband met de plaats ervan in de structuur van het buitenlands beleid van de EU; dringt erop aan dat toekomstige besluiten over strategische partners worden uitgewerkt in het licht van de prioriteiten van de Unie inzake het buitenlands beleid en wenst dat het Parlement regelmatig op de hoogte wordt gehouden voordat er besluiten over toekomstige partnerschappen worden genomen, in het bijzonder wanneer zulke partnerschappen financiële steun krijgen uit de EU-begroting of tot nauwere contractuele betrekkingen met de EU leiden;
28. Welcomes the development of ‘strategic partnerships’ as a format for the EU's engagement with both established and emerging powers; contends, however, that the concept requires clear and consistent criteria as regards its place in the EU foreign policy architecture; calls for future decisions on strategic partners to be framed in accordance with the foreign policy priorities of the Union and for Parliament to be regularly informed ahead of decisions on future partnerships, particularly where such partnerships receive financial support from the Union budget or entail a closer contractual relationship with the EU;

Turkey's alignment with the EU's common foreign and security policy has continued; overall Turkish alignment with CFSP declarations fell during the reporting period and Turkey did not align with EU restrictive measures on Iran, Libya or Syria. Turkey has sought dialogue and consultation with the EU on various foreign policy issues.
