Calls on the countries in the region, in the light of the unabated trafficking of women and children for sexual exploitation (in particular in Albania and Bosnia Herzegovina), to take action, in cooperation with the 'countries of destination' at both internal and regional level, giving top priority to assistance to the victims, to training programmes for the services responsible and to prevention by increasing public awareness and informing public opinion; calls, moreover, on those countries to adopt, within a specific timeframe, all the legislation required for the conclusion of agreements with Europol so that police authorities may cooperate in a practicable and effective manner; also calls on the Commission to support the work of the Consultative Task Forces operating under the Stabilisation Agreement for South East Europe with regard to gender issues and combating trafficking in human beings;

The EU has succeeded in bringing a crumbling and unstable region back into the mainstream of European development through the process of stabilisation and association, economic aid under the Cards Programme and decisive political mediation and on the basis of a robust NATO military presence (SFOR/KFOR/AMBER FOX). The ESDP is now to face the first test in the real world with the despatch of a police task force to Bosnia Herzegovina and the take-over of the NATO operation 'Task Force Fox' in Macedonia.

Rekening houdend met het Akkoord van Dayton/Parijs en met de betreffende resoluties van de VN-Veiligheidsraad zal de Adviserende Task Force waar nodig overleg plegen met de Hoge Vertegenwoordiger en andere instanties, zoals de International Management Group, om ervoor te zorgen dat zijn werkzaamheden waarde toevoegen aan reeds lopende alsmede aan in de toekomst uit te voeren activiteiten.
