De eerste modelprogramma's in Tanzania en de Nieuwe Onafhankelijke Staten zijn echter uitgesteld tot 2006 in verband met de publicatiedatum van de oproep tot het indienen van voorstellen in het kader van het Aeneas-programma.

C. overwegende dat de Europese Unie, vertegenwoordigd door de Commissie, België, Duitsland, Estland, Ierland, Griekenland, Spanje, Frankrijk, Italië, Nederland, Polen, Portugal, Zweden en het Verenigd Koninkrijk en Aeneas, de vereniging voor Europese nano-elektronische activiteiten, de oprichtende leden van de Gemeenschappelijke Onderneming ENIAC zijn;
C. whereas the founding members of the Joint Undertaking are the Union, represented by the Commission, Belgium, Germany, Estonia, Ireland, Greece, Spain, France, Italy, the Netherlands, Poland, Portugal, Sweden, the United Kingdom and the Association for European Nanoelectronics Activities (AENEAS);

E. overwegende dat Aeneas een maximale bijdrage van 30 000 000 EUR aan de bedrijfskosten dient te leveren, terwijl de lidstaten bijdragen in natura voor de bedrijfskosten dienen te leveren alsook financiële bijdragen die 1,8 maal de EU-bijdrage belopen;
E. whereas AENEAS is to make a maximum contribution of EUR 30 000 000 to the Joint Undertaking's running costs and the Member States are to make in-kind contributions to the running costs and to provide financial contributions of 1,8 times the Union contribution;

E. overwegende dat Aeneas een maximale bijdrage van 30 000 0000 EUR aan de bedrijfskosten dient te leveren, terwijl de lidstaten bijdragen in natura voor de bedrijfskosten dienen te leveren alsook financiële bijdragen die ten minste 1,8 maal de EU-bijdrage belopen;
E. whereas AENEAS is to make a maximum contribution of EUR 30 000 000 to the Joint Undertaking's running costs and the Member States are to make in-kind contributions to the running costs and to provide financial contributions of at least 1,8 times the Union contribution;

8. is bezorgd over de beperkte beschikbare informatie met betrekking tot de beoordeling van de bijdragen van de lidstaten en van AENEAS in verband met het huidige niveau van de betalingen van de Unie; volgens de ontvangen informatie ligt de bijdrage van de lidstaten onder het niveau van 1,8, waarom in het statuut van de gemeenschappelijke onderneming verzocht wordt; verzoekt de gemeenschappelijke onderneming een verslag in te dienen bij de kwijtingsautoriteit inzake de bijdragen van alle leden behalve de Commissie, met inbegrip van de toepassing van de beoordelingsregels, samen met een beoordeling door de Commissie;
8. Is concerned that there is limited information available regarding the evaluation of the Member States' and AENEAS' contributions corresponding to the actual level of Union payments; in line with the information received, the contribution of the Member States is under the level of 1,8 as requested by the Joint Undertaking’s statute; calls on the Joint Undertaking to submit a report to the discharge authority concerning the contributions of all members other than the Commission, including the application of the evaluation rules, together with an assessment by the Commission;

– gezien de thematische en geografische financiële instrumenten van de Europese Commissie met betrekking tot democratisering, mensenrechten en mensenhandel (zoals AENEAS, diens opvolger het themaprogramma voor migratie en asiel, MIEUX, EIDHR, TAIEX, ENPI enz.),
– having regard to the thematic and geographic financial instruments of the European Commission concerning democratisation, human rights and human trafficking (such as AENEAS, its successor the Thematic Programme for Migration and Asylum, MIEUX, EIDHR, TAIEX, ENPI etc.),

Met het oog op de afsluiting eind 2006 van het huidige financieel kader van de EU[6] wordt de looptijd van het AENEAS-programma thans ingekort tot drie jaar en dient een nieuw thematisch programma, het onderwerp van onderhavig document, te worden opgesteld dat onder meer de activiteiten van AENEAS in het kader van de financiële vooruitzichten 2007–2013 zal voortzetten.
In view of the conclusion at the end of 2006 of the current EU financial framework[6], the duration of the AENEAS Programme is now being shortened to three years and a new thematic programme, subject of the present document, is to be created which will, inter alia, continue the AENEAS activities within the framework of the Financial Perspectives 2007-2013.

Na deze besprekingen zou een overzicht van de mogelijke projectgebieden ter informatie aan het AENEAS comité kunnen worden voorgesteld. Acties kunnen daarom worden voorgesteld als projecten in het kader van AENEAS.
Subsequent to these discussions, an outline of possible project areas could be presented for information to the AENEAS Committee Activities could therefore be proposed as projects under AENEAS.
