46. erkent dat de financiële crisis het moeilijker heeft gemaakt om de nodige investeringen aan te trekken om de omvorming van het energiesysteem te financieren; wijst op de nieuwe uitdagingen, zoals de behoefte aan flexibele reserve- en balanceringshulpbronnen in het energiesysteem (bv. flexibele opwekking, een solide transmissienetwerk, opslag, vraagbeheersing, micro-opwekking en interconnectie), om de toename van variabele opwekking uit hernieuwbare energiebronnen te helpen opvangen; onderstreept het belang van infrastructuur op distributieniveau en de rol die proactieve consumenten en distributiesysteembeheerders (DSB's) vervullen bij de integratie van decentrale energieproducten en efficiëntieverhogende maatregelen aan de vraagzijde in het systeem; benadrukt dat er behoefte is aan een goede beoordeling van de beschikbare capaciteit in Europa, aan voldoende interconnecties en aan flexibele balancerings- en reservecapaciteit om het aanbod op de vraag af te stemmen en zo de continuïteit van de elektriciteits- en gasvoorziening te garanderen; onderstreept dat de integratie van gedecentraliseerde energiebronnen en de verwezenlijking van de algemene energiebeleidsdoelstellingen aanzienlijk zouden worden bevorderd als een hogere prioriteit zou worden gegeven aan beheer en opwekking aan de vraagzijde;

Recognises that the financial crisis has made it more difficult to attract the required investment to finance the transformation of the energy system; highlights the new challenges, such as the need for flexible back-up and balancing resources in the power system (e.g. flexible generation, robust transmission network, storage, demand management, microgeneration and interconnection) to help accommodate the expected increase in variable power generation from renewable sources; emphasises the importance of infrastructure at distribution levels and the important role that proactive consumers and distribution system operators (DSOs) play during the integration into the system of decentralised energy products and demand-side efficiency measures; stresses the need for a proper assessment of the capacity available in Europe, and of the need for sufficient interconnections, and for flexible and balancing back-up capacity, to match supply with demand, thus ensuring security of electricity and gas supply; points out that granting higher priority to demand-side management and demand-side energy generation would considerably strengthen the integration of decentralised energy sources and advance the achievement of overall energy policy objectives;

Een aanzienlijk deel van de Europese Roma leeft in zulke erbarmelijke omstandigheden – bijna volledig van de economie afgesneden, en daardoor ook van hun fundamentele mensenrechten beroofd – dat het stimuleren van de sociale integratie niet in de vorm van rectificaties van de algemene beleidsvoering gezien kan worden, maar als overbrugging van één van de diepste kloven bij de verwezenlijking van grondwettelijke en mensenrechten in Europa moet worden beschouwd.
A significant proportion of European Roma face such substandard conditions – almost totally disconnected from the economy resulting in their exclusion from basic human rights – that fostering social inclusion cannot be viewed within the framework of general policy ratification but must be handled as bridging one of the most enormous gaps in the fulfilment of constitutional and human rights in Europe.
