2. Van gecentraliseerd beheer, zoals omschreven in artikel 53 bis van Verordening (EG, Euratom) nr. 1605/2002, mag worden gebruikgemaakt in het kader van de afdeling omschakeling en institutionele opbouw, met name voor regionale en horizontale programma’s, en in het kader van de afdeling grensoverschrijdende samenwerking.
2. Centralised management as defined in Article 53a of Regulation (EC, Euratom) No 1605/2002 may be used under the transition assistance and institution building component, in particular for regional and horizontal programmes, and under the cross-border cooperation component.

(18) De benodigde maatregelen voor de tenuitvoerlegging van de steun voor de afdeling Omschakeling en institutionele opbouw en de afdeling Regionale en grensoverschrijdende samenwerking zijn beheersmaatregelen met betrekking tot de tenuitvoerlegging van programma's met aanzienlijke gevolgen voor de begroting. Deze maatregelen moeten daarom worden goedgekeurd overeenkomstig Besluit 1999/468/EG van de Raad van 28 juni 1999 tot vaststelling van de voorwaarden voor de uitoefening van de aan de Commissie verleende uitvoeringsbevoegdheden, en rekening houdend met de aanbeveling van het Europees Parlement .
(18) The actions necessary for the implementation of the Transition Assistance and Institution Building Component as well as the Regional and Cross-Border Co-operation Component are management measures relating to the implementation of programmes with substantial budgetary implications, they should therefore be adopted, having regard to the recommendation of the European Parliament, in accordance with Council Decision 1999/468/EC of 28 June 1999 laying down the procedures for the exercise of implementing powers conferred to the Commission, by submitting multi-annual indicative planning documents to a Management Committee.

(18) De benodigde maatregelen voor de tenuitvoerlegging van de steun voor de afdeling Omschakeling en institutionele opbouw en de afdeling Regionale en grensoverschrijdende samenwerking zijn beheersmaatregelen met betrekking tot de tenuitvoerlegging van programma's met aanzienlijke gevolgen voor de begroting. Deze maatregelen moeten daarom worden goedgekeurd overeenkomstig Besluit 1999/468 van de Raad van 28 juni 1999 tot vaststelling van de voorwaarden voor de uitoefening van de aan de Commissie verleende uitvoeringsbevoegdheden. Hiertoe moeten indicatieve meerjarenplannen worden voorgelegd aan een comité van beheer.
