(8) The Council of the European Union in its Resolution of 18 June 1992 on the technological problems of nuclear safety “emphasizes the particular importance it attaches to nuclear safety in Europe, and therefore requests the Member States and the Commission to adopt as the fundamental and priority objective of Community cooperation in the nuclear field, in particular with the other European countries, especially those of Central and Eastern Europe and the Republics of the former Soviet Union that of bringing their nuclear installations up to safety levels equivalent to those in practice in the Community and to facilitate the implementation of the safety criteria and requirements already recognized throughout the Community”; financial assistance will be provided taking these objectives into account.

Teneinde pretoetredingssteun aan Kroatië te verlenen dient dat land onder het toepassingsgebied te vallen van Verordening (EEG) nr. 3906/89 van de Raad van 18 december 1989 betreffende economische hulp aan bepaalde landen van Midden- en Oost-Europa (Phare) Verordening (EG) nr. 1267/1999 van de Raad tot instelling van een pretoetredingsinstrument voor structuurbeleid (ISPA) en Verordening (EG) nr. 1268/1999 van de Raad van 21 juni 1999 inzake steunverlening door de Gemeenschap voor pretoetredingsmaatregelen op het gebied van landbouw en plattelandsontwikkeling in de kandidaat-lidstaten in Midden- en Oost-Europa gedurende de pretoetredingsperiode (SAPARD)
In order to provide pre-accession assistance to Croatia it is appropriate to include it as a beneficiary under Council Regulations (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of Central and Eastern Europe (PHARE) , Council Regulation (EC) No 1267/1999 of 21 June 1999, establishing an instrument for structural policies for pre-accession (ISPA) and Council Regulation (EC) No 1268/1999 of 21 June 1999 on Community support for pre-accession measures for agriculture and rural development in the applicant countries of central and eastern Europe in the pre-accession period (SAPARD).

(2) Verordening (EEG) nr. 3906/89 van de Raad van 18 december 1989 betreffende economische hulp aan bepaalde landen in Midden- en Oost-Europa(2), Verordening (EG) nr. 555/2000 van de Raad van 13 maart 2000 betreffende de uitvoering van acties in het kader van de pretoetredingsstrategie voor de Republiek Cyprus en de Republiek Malta(3), Verordening (EG) nr. 2500/2001 van de Raad van 17 december 2001 betreffende financiële pretoetredingssteun voor Turkije(4), Verordening (EG) nr. 1268/1999 van de Raad van 21 juni 1999 inzake steunverlening door de Gemeenschap voor pretoetredingsmaatregelen op het gebied van landbouw en plattelandsontwikkeling in de kandidaat-lidstaten in Midden- en Oost-Europa gedurende de pretoetredingsperiode(5), en Verordening (EG) nr. 1267/1999 van de Raad van 21 juni 1999 tot instelling van een pretoetredingsinstrument voor structuurbeleid(6) moeten derhalve dienovereenkomstig worden gewijzigd.
(2) Therefore, Council Regulations (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of central and eastern Europe(2), (EC) No 555/2000 of 13 March 2000 on the implementation of operations in the framework of the pre-accession strategy for the Republic of Cyprus and the Republic of Malta(3), (EC) No 2500/2001 of 17 December 2001 concerning pre-accession financial assistance for Turkey(4), (EC) No 1268/1999 of 21 June 1999 on Community support for pre-accession measures for agriculture and rural development in the applicant countries of central and eastern Europe in the pre-accession period(5) and (EC) No 1267/1999 of 21 June 1999 establishing an instrument for structural policies for pre-accession(6) should be amended accordingly,

(16) Gezien de werkingssfeer van deze verordening, dienen derhalve te worden gewijzigd: Verordening (EEG) nr. 3906/89 van de Raad van 18 december 1989 betreffende economische hulp ten gunste van bepaalde landen in Midden- en Oost-Europa(7), Besluit 97/256/EG van de Raad van 14 april 1997 tot verlening van een garantie van de Gemeenschap voor verliezen van de Europese Investeringsbank op leningen voor projecten buiten de Gemeenschap (landen in Midden- en Oost-Europa, mediterrane landen, landen in Azië en Latijns-Amerika, Zuid-Afrika, de Voormalige Joegoslavische Republiek Macedonië, en Bosnië-Herzegovina)(8), Besluit 1999/311/EG van de Raad van 29 april 1999 tot goedkeuring van de derde fase van het trans-Europees Mobiliteitsprogramma voor hoger onderwijs (Tempus III) (2000-2006)(9), en Verordening (EEG) nr. 1360/90 van de Raad van 7 mei 1990 tot oprichting van een Europese Stichting voor opleiding(10).
(16) In the light of the scope of this Regulation, consequent changes will need to be made to Council Regulation (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of Central and Eastern Europe (PHARE)(7), to Council Decision 97/256/EC of 14 April 1997 granting a Community guarantee to the European Investment Bank against losses under loans for projects outside the Community (Central and Eastern European countries, Mediterranean countries, Latin American and Asian countries, South Africa, the Former Yugoslav Republic of Macedonia and Bosnia and Herzegovina)(8), to Council Decision 1999/311/EC adopting the third phase of the trans-European cooperation scheme for higher education (Tempus III) (2000 to 2006)(9) and to Council Regulation (EEC) No 1360/90 of 7 May 1990 establishing a European Training Foundation(10).

(2) Dit programma is gericht op de niet-geassocieerde landen van Midden- en Oost-Europa die bij Verordening (EEG) nr. 3906/89 (Phare-programma)(5) of het daarvoor in de plaats komende programma zijn aangewezen om voor economische hulp in aanmerking te komen, en de Nieuwe Onafhankelijke Staten en Mongolië als vastgesteld in Verordening (EG, Euratom) nr. 99/2000 van de Raad van 29 december 1999 betreffende bijstand aan de partnerstaten in Oost-Europa en Centraal-Azië(6) (in de plaats gekomen van het vroegere Tacis-programma).
(2) This programme is intended for the non-associated countries of central and eastern Europe eligible for economic aid by virtue of Regulation (EEC) No 3906/89 (PHARE programme)(5) or the programme intended to replace it and the new independent states of the former Soviet Union and Mongolia as laid down in Council Regulation (EC, Euratom) No 99/2000 of 29 December 1999 concerning the provision of assistance to the partner States in Eastern Europe and Central Asia(6) (which replaces the old TACIS programme).
