30. verzoekt de EU en de lidstaten in overleg met hun partners een einde te maken aan de institutionele wanverhouding die erin bestaat dat de EU grote bijdragen levert aan de trustfondsen van de WB, feitelijk een grotere donor is dan welke lidstaat dan ook, en belangrijke operationele partnerschappen heeft met de Wereldbank in Europese en Afrikaanse gebieden, en desondanks nog niet eens de status van waarnemer heeft in de Raad van Bestuur van de Wereldbank (alleen maar in het ministeriële beleidscomité); wijst op het belang van de EU als grootste donor van de wereld en op de inspanningen van de Unie om haar hulpprogramma's te coördineren, af te stellen en de versplintering ervan te beperken, met name via de Verklaring van Parijs over de doeltreffendheid van hulpverlening en de Europese consensus over ontwikkeling; erkent tegen deze achtergrond het belang van de inspanningen die erop gericht zijn in de Raad van Bestuur de waarnemersstatus te verkrijgen en om in politiek opzicht achterhaalde landengroepen opnieuw in te delen door middel van het samenvoegen van EU-lidstaten in dezelfde kiesgroep; herinnert eraan dat hetzelfde beginsel van bundeling van lidstaten in een EU-kiesgroep moet gelden voor de voornaamste multilaterale ontwikkelingsbanken, met name de Aziatische Ontwikkelingsbank, de Inter-Amerikaanse Ontwikkelingsbank en de Afrikaanse Ontwikkelingsbank;
30. Calls on the EU and its Member States to address, in agreement with its partners, the institutional anomaly whereby the EU is a major contributor to the WB Trust Funds, in fact a bigger aid donor than any of its Member States, and its operational partnerships with the Bank in the European and African regions are important, yet it has not even observer status on the WB Executive Board (only on its ministerial policy committee); stresses the importance of the EU as a whole as the largest global donor and highlights the efforts made by the Union to coordinate, align and reduce the fragmentation of its aid programmes, most notably through the Paris Declaration on Aid Effectiveness and the European Consensus on Development; in the light of this, recognises the importance of pursuing efforts to achieve a seat as an observer on the Executive Board and aspiring to reform politically obsolete groupings of countries, by grouping EU Member States together under the same constituency; recalls that the same principle of pooling Member States together under an EU constituency should apply to the main Multilateral Development Banks, most notably the Asian Development Bank, the Inter-American Development Bank and the African Development Bank;

Furthermore UNDERLINE the need for the trust fund to be managed in an efficient and transparent manner and for all Member States to be informed regarding its activities and projects; STRESS the need to work closely with the African Development Bank and other African partners to ensure ownership and dialogue; WELCOME the contributions pledged so far to the Fund and LOOK FORWARD to further long-term financial contributions, which can be made by the Commission as well as, on a voluntary basis, by the Member States;

De 680 miljoen euro die wij als donor, niet als crediteur, ter beschikking stellen, zijn geheel bestemd voor de Afrikaanse Ontwikkelingsbank. The EUR 680 million, which is our contribution as a donor, not as a creditor, will all be directed to the African Development Bank earmarked in the special trust fund in the HIPC initiative in order to bail out Africa and make it possible for the African Development Bank to continue servicing the poor countries in Africa.

6. De Raad uit zijn waardering voor de werkzaamheden met betrekking tot onstabiele situaties die worden verricht door de Verenigde Naties, en met name door de Commissie voor vredesopbouw, de Wereldbank en de Afrikaanse Ontwikkelingsbank, en onderstreept dat de EU haar strategische partnerschappen met de VN en andere multilaterale actoren die over dit thema gaan, verder zal trachten te versterken.
6. The Council expresses its appreciation for the work on situations of fragility being carried out by the United Nations, in particular the Peace Building Commission, the World Bank and the African Development Bank, underlining that the EU will seek to further strengthen its strategic partnerships with the UN and other multilateral actors dealing with issues of fragility.
