At the same time, research must contribute towards meeting fundamental needs, the priority objectives for sustainable development, and for partners in Europe, the Mediterranean and the Balkans (i.e. integrated management of water, agriculture and the agro-food industry, health and environmental protection, seismology, energy and transport, preservation of the cultural heritage, the digital divide).

Stresses that Article 191(2) of the Treaty on the Functioning of the European Union states that Union policy is based on the polluter pays principle; stresses also, however, that, should other major economies fail to make comparable commitments on GHG reductions, carbon leakage provisions, particularly aimed at those sectors exposed to both a high trade intensity and a high share of carbon costs in production, will be maintained and strengthened where necessary; considers, nevertheless, that a more long-term solution as regards carbon leakage will need to be found in the upcoming revision of the EU-ETS or by establishing a system of border carbon adjustments; considers it vital that carbon leakage be avoided in key European industries, including energy-intensive industries and sustainable European agribusiness/agri-food production; acknowledges the need to reduce fossil fuel dependence in food production;

I do wonder, however, whether we would be better advised to assess and to show evidence of the impact of current policies in force at EU level, examples of which include the effects of the common agricultural policy on large agricultural companies; the policies of liberalisation that encourage the privatisation of essential public services, such as access to water, which are entirely focused on profit (for the few); or the watering down of the Kyoto objectives by establishing a market of polluting emissions, with priority given to the interests of large corporations. There are indeed other examples.

De Commissie zal zorgen voor ruimere en meer gerichte communautaire steun voor onderzoek naar sociaal-economische en ethische kwesties en de verspreiding van de resultaten, met inbegrip van criteria om de voordelen van het gebruik van biotechnologie in de agro-industrie te evalueren, om toekomstige rapportering te vergemakkelijken en een goede basis te verschaffen voor maatschappelijke beslissingen met betrekking tot de toepassing van biotechnologie en biowetenschappen.
