B. whereas the Palestinian National Authority has successfully implemented its state-building plan “Palestine: Ending occupation, Establishing the State”; whereas the Ad Hoc Liaison Committee Meeting (AHLC) held in Brussels on the 13th of April 2011 welcomed the assessment of the World Bank, the IMF, and the UN that the Palestinian Authority is above the threshold for a functioning state in the key sectors they studied, and that Palestinian institutions compare favourably with those in established states;

In connection with the Israeli withdrawal from the Gaza Strip and a northern section of the West Bank, there was additional need for financial support to the Palestinians. This support should be rapidly mobilised through a conference of donors grouped within the AHLC that should be convened as early as possible and focus on 'pledging'.

De EU roept de toekomstige Palestijnse regering op de door de Palestijnse Autoriteit verrichte institutionele opbouw voort te zetten en de huidige normen inzake transparant en efficiënt beheer van overheidsfinanciën te hanteren waar de VN, het IMF en de Wereldbank voortdurend op aandringen, zoals onlangs nog tijdens de door de hoge vertegenwoordiger voorgezeten bijeenkomst van het AHLC van 13 april in Brussel.

The EU calls on the future Palestinian government to continue the PA’s institution-building efforts and to uphold current standards in terms of transparent and efficient public finance management, as consistently commended by the UN, the IMF and the World Bank, most recently during the AHLC meeting hosted by the High Representative on 13 April in Brussels.
