Ook moeten er voldoende kredieten worden vrijgemaakt om het publiek beter voor te lichten, om de Europese burgers meer informatie te verschaffen, om onderzoek en ontwikkeling te bevorderen met het oog op de ontwikkeling van een antiviraal vaccin, om de Commissie de mogelijkheid te geven een voorraad antivirale geneesmiddelen op te bouwen op Gemeenschapsniveau en natuurlijk om economische en technische bijstand te verlenen aan derde landen die het nodig hebben.
Satisfactory appropriations must also be made available so as to maximize public awareness, so that European citizens can obtain more information, so that research and development can be developed in the ultimate aim of creating anti-viral drugs, of giving the Commission the opportunity to create a Community stock of anti-virals and, of course, of giving third countries the economic and technical assistance they need.
