If the average total value of banknotes in circulation in a cash changeover year is lower than the average total euro value of banknotes in circulation during the reference period (including those denominated in the national currency of the Member State that has adopted the euro and translated into euro at the daily foreign exchange reference rate during the reference period), then the coefficient ‘S’ applying to the cash changeover year in accordance with Article 4(1) is reduced with retroactive effect in the same proportion as the decrease in the total average of banknotes in circulation.

De kredietinstellingen, geldtransportbedrijven alsmede alle andere economische actoren die deelnemen aan de verwerking en verstrekking aan het publiek van bankbiljetten en munten, met inbegrip van de instellingen waarvan de beroepsactiviteit bestaat in het wisselen van bankbiljetten of munten van verschillende valuta's, zoals wisselkantoren, en economische actoren die als subsidiaire activiteit deelnemen aan de verwerking en verstrekking aan het publiek van bankbiljetten via geldautomaten, hebben de verplichting om alle ontvangen eurobankbiljetten en -munten op echtheid en geschiktheid voor circulatie te controleren voordat deze opnieuw in omloop worden gebracht.

Notes that the value of the euro banknotes in circulation has continued to increase quickly, with a rise of 12.8% in 2005; notes that this steady increase is mainly accounted for by large denomination notes, in particular EUR 500 banknotes, the number of which in circulation has increased by 20.9%; calls on the ECB to examine the reasons for this substantial increase, and to analyse the type of transactions carried out with these notes and the breakdown in demand by country, with a view to identifying the attendant risks;
