11. Acknowledges from the Agency that the transparency criteria for partner, patient, healthcare and consumer organisations has been revised during 2014 in order to increase the transparency of funding; notes the adoption of the document with detailed criteria regarding the evaluation of financial information from patients, consumers and healthcare professionals organisations; notes furthermore that this document is used to assess the organisations’ eligibility to participate in the dialogue with the Agency; recalls that the document also states that the organisations have to declare any conflicts of interests at the start of the meetings through which the dialogue is commenced; notes with regret the reduction of the cooling-off period from five years to three years; notes with regret that the arbitrary distinction between direct and indirect conflicts of interests has been kept; calls on the Agency to furthermore introduce a list of the patients´ organisations it is working with and to place it on its website, linking it to the funding sources of these organizations in order to enhance transparency;

BD. overwegende dat, zoals ook wordt bevestigd in het in 2012 verschenen periodiek overzicht van het VN-Bureau voor drugs- en misdaadbestrijding, „er vaak gebruik moet worden gemaakt van speciale onderzoekstechnieken bij het onderzoek naar en de vervolging van georganiseerde criminaliteit.
BD. whereas, as is stated in the 2012 UNODC Digest of organised crime cases, ‘Special investigative techniques are often irreplaceable for the successful investigation and prosecution of organised crime.

1. neemt kennis van de opmerking van de Rekenkamer, die vaststelt dat het Bureau geen meerjarig werkprogramma opstelt ; onderstreept derhalve dat het van belang is dit document op te stellen om de uitvoering van de strategie en de doelstellingen van het Bureau efficiënt te organiseren; is evenwel ingenomen met het besluit van het Bureau om dit document op te stellen overeenkomstig de middellangetermijnstrategie van zijn raad van bestuur;

Notes the Court of Auditors‘ observation that the Agency does not draw up a multiannual work programme; emphasises, therefore, the importance of drawing up such a document so that the Agency can make effective organisational arrangements to implement its strategy and achieve its goals; nevertheless, congratulates the Agency on its decision to develop this document in accordance with its Administrative Board's medium-term strategy;

4. Wanneer een fundamentele tegenstrijdigheid op wetenschappelijk vlak is geconstateerd en de betrokken instantie een instantie van een lidstaat is, zijn het bureau en de nationale instantie verplicht samen te werken om de tegenstrijdigheid op te heffen of een gezamenlijk document op te stellen waarin de wetenschappelijke tegenstrijdigheden worden toegelicht, tenzij in deze verordening en in Richtlijn 2001/83/EG en Richtlijn 2001/82/EG anders is bepaald.
4. Save as otherwise provided in this Regulation, in Directive 2001/83/EC or in Directive 2001/82/EC, where there is a fundamental conflict over scientific points and the body concerned is a body in a Member State, the Agency and the national body concerned shall work together either to resolve the conflict or to prepare a joint document clarifying the scientific points of conflict.

3. Wanneer een fundamentele tegenstrijdigheid op wetenschappelijk vlak is geconstateerd en de betrokken instantie een agentschap van de Gemeenschap of een wetenschappelijk comité is, zijn het bureau en de betrokken instantie verplicht samen te werken teneinde de tegenstrijdigheid op te heffen of een gezamenlijk document aan de Commissie voor te leggen waarin de wetenschappelijke tegenstrijdigheden worden toegelicht.
3. Where there is a fundamental conflict over scientific points and the body concerned is a Community agency or a scientific committee, the Agency and the body concerned shall work together either to resolve the conflict or to submit a joint document to the Commission clarifying the scientific points of conflict.
