Ook het delegeren van de uitvoering van de begroting aan derde landen (gedecentraliseerd beheer) gebeurt alleen als de Commissie ervan overtuigd is dat de betrokken landen daarbij de geldende regels en de beginselen van goed financieel beheer zullen naleven. Similarly, implementation of the budget is only delegated to Member States (shared management) or third countries (decentralised management) if the Commission is satisfied that the countries in question will implement the budget in accordance with the rules in force and with the principles of sound financial management and that those countries have established a clearance of accounts/financial correction mechanism to correct potential irregularities.
