Stresses that the European Parliament and the Council, in order to create long term savings in the EU budget, must address the need for a roadmap to a single seat, as stated in its previous resolutions, notably its resolutions of 23 October 2012 on the Council position on the draft general budget of the European Union for the financial year 2013- all sections and of 6 February 2013 on the guidelines for the 2014 budget procedure – sections other than the Commission and its decision of 10 May 2012 on discharge in respect of the implementation of the general budget of the European Union for the financial year 2010, Section I – European Parliament;

It should be emphasised at these meetings that the EU budget must not be in deficit, that it represents only 2% of overall public spending in the EU and that there are fundamental differences between Member State budgets and the EU budget. Op basis van de ramingen neemt de Commissie in het ontwerp van begroting van de Europese Unie de ramingen op die zij noodzakelijk acht met betrekking tot de personeelsformatie en het bedrag van de subsidie ten laste van de algemene begroting van de Europese Unie overeenkomstig de artikelen 313 en 314 VWEU.

On the basis of the statement of estimates, the Commission shall enter in the draft budget of the European Union the estimates it deems necessary in respect of the establishment plan and the amount of the subsidy to be charged to the General Budget of the European Union in accordance with Articles 313 and 314 TFEU.

Notes that the European Union's budget for 2008 totalled EUR 129 150 million in commitment appropriations, of which Parliament's budget accounted for EUR 1 453 million; further notes that this figure represents just over 1 % of the Union's budget and amounts to 19,48 % of the EUR 7 284 million set aside for the administrative expenditure of the EU institutions as a whole;

The Commission shall examine the estimate, having regard to the proposed limits of the overall amount available for external actions, and enter in the preliminary draft general budget of the European Union the resources it deems necessary for the establishment plan and the amount of the subsidy to be charged to the general budget of the European Union.

For the Community actions financed under this Decision, Regulation (EC, Euratom) No 2988/95 and Regulation (Euratom, EC) No 2185/96 shall apply to any infringement of a provision of Community law, including infringements of a contractual obligation stipulated on the basis of the programme, resulting from an act or omission by an economic operator, which has, or would have, the effect of prejudicing the general budget of the European Union or budgets managed by it, by an unjustified item of expenditure.

21. 18. As regards CFSP expenditure which is charged to the general budget of the European Union in accordance with Article 41 of the Treaty on European Union, the institutions will endeavour, in the conciliation committee, and on the basis of the draft budget established by the Commission, to secure agreement each year on the amount of the operating expenditure to be charged to the budget of the European Union and on the distribution of this amount between the articles of the CFSP budget chapter suggested in the fourth paragraph of this Point.
