TRADUCTIONS EN CONTEXTE

22. herhaalt dat het alleen mogelijk is om een effectieve begrotingscontrole uit te voeren als het Parlement en de Raad samenwerken, met als hoofdelementen formele bijeenkomsten tussen vertegenwoordigers van de Raad en de Commissie begrotingscontrole van het Parlement, waarbij de vragen die door de leden van de commissie op basis van een schriftelijke vragenlijst zijn gesteld worden beantwoord en door op verzoek documenten over te leggen die als achtergrondmateriaal voor de begrotingscontrole dienen; is van mening dat de basisvoorwaarden voor een effectieve begrotingscontrole zijn neergelegd in zijn resolutie van 23 oktober 2012;
22. Reiterates that it is only possible to implement effective budgetary control with the cooperation of Parliament and the Council, the main elements of which must comprise formal meetings between representatives of the Council and Parliament’s Committee on Budgetary Control, answering questions asked by the committee’s members on the basis of a written questionnaire and submitting documents to serve as background material for budgetary controls on request; is of the opinion that the fundamental elements of an effective budgetary control is laid down in its resolution of 23 October 2012;

21. herinnert de Commissie aan haar plicht de Commissie begrotingscontrole alle informatie (met inbegrip van vertrouwelijke documenten) te verstrekken die nodig wordt geacht in het kader van de kwijtingsprocedure, overeenkomstig artikel 276 van het EG-Verdrag; beveelt de Commissie aan erop toe te zien dat al haar ambtenaren van het niveau "hoofd administratieve eenheid” en daarboven gedetailleerde instructies ontvangen inzake de levering aan de Commissie begrotingscontrole van documenten die nodig zijn voor de uitoefening van haar taak en dat een afschrift van deze instructies aan de bewuste commissie wordt toegezonden; de documenten moeten tijdig aan de leden worden verstrekt, zodat er een zinnig debat in de commissie kan worden gehouden; beklemtoont dat de procedure aangaande de kwijting op geen enkele wijze inbreuk mag maken op de rechten van de leden van het Europees Parlement informatie te vragen krachtens artikel 197, derde alinea van het EG-Verdrag, waaronder zo nodig vertrouwelijke informatie;
21. Reminds the Commission of its duty to provide the Committee on Budgetary Control with all information (including confidential documents) deemed necessary in the context of discharge, pursuant to Article 276 of the EC Treaty; recommends that the Commission ensure that all its officials of head-of-unit level and above be issued with detailed instructions on providing the Committee on Budgetary Control with the documents necessary for the exercise of its mandate and that a copy of these instructions be sent to the latter; these documents should reach Members in good time for a meaningful debate in committee; stresses that nothing in the discharge procedure should prejudice the rights of Members of the European Parliament to request and obtain information under Article 197(3) of the EC Treaty, including confidential information if necessary;

22. is van mening de Commissie begrotingscontrole, indien zij van oordeel is dat de Commissie informatie achterhoudt, de aard van de betreffende informatie moet specificeren om de Commissie in staat te stellen aan het verzoek te voldoen; indien de Commissie informatie waarop de Commissie begrotingscontrole recht heeft bewust achterhoudt, leidt dit tot uitstel van de verlening van kwijting;
22. Believes that, if the Committee on Budgetary Control considers that the Commission is withholding information, it should specify the nature of the information in question to enable the Commission to comply with the request; points out that, should the Commission knowingly withhold information to which the Committee on Budgetary Control is entitled, this should lead to postponement of the discharge;

23. verzoekt de gespecialiseerde commissies vóór 5 februari hun definitieve advies over de kwijting uit te brengen, zodat de rapporteur van de Commissie begrotingscontrole dit kan betrekken in zijn verslag; is van mening dat de adviezen bij het kwijtingsverslag moeten worden gevoegd, maar dat de Commissie begrotingscontrole de algemene politieke conclusies formuleert;
23. Asks that specialised committees present their final opinions on the discharge by 5 February, so that the rapporteur of the Committee on Budgetary Control can take these into consideration when writing the report; considers that these opinions should be attached to the discharge report, but the Committee on Budgetary Control should draw general political conclusions from them;
