15. wijst er nogmaals op dat de invulling van de consolidatie het cruciale element is in de relatie tussen groei en consolidatie; benadrukt dat de juiste mix van uitgaven- en inkomstengerelateerde maatregelen contextueel bepaald is en zorgvuldig moet worden afgewogen; wijst er in dit verband echter op dat consolidatiemaatregelen waarbij de nadruk ligt op beperking van onproductieve uitgaven in plaats van verhoging van de inkomsten meestal duurzamer blijkt te zijn en op middellange termijn bevorderlijker voor de groei, maar op korte termijn wel de recessie versterkt; is van mening dat consolidatiestrategieën de recessieve effecten op korte termijn moeten temperen, maar er op middellange termijn wel op gericht moeten zijn de groei te bevorderen; is van mening dat het potentieel negatieve effect van consolidatiemaatregelen op de korte termijn kan worden beperkt, voor zover de genomen consolidatiemaatregelen geloofwaardig en duurzaam zijn en niet ten koste gaan van de overheidsinvesteringen in productieve sectoren van de economie;
15. Recalls that the key element in the relationship between growth and consolidation is the composition of consolidation; stresses that the appropriate mix of expenditure- and revenue-side measures is context-dependent and should be thoroughly assessed; points out in this regard, however, that consolidations based on cutting unproductive expenditure rather than on increasing revenue tend to be more lasting and more growth-enhancing in the medium term, but more recessive in the short term; is of the opinion that consolidation strategies need to mitigate short-term recessive impact while aiming at being growth-enhancing in the medium term; believes that the possible negative impact of consolidations in the short run can be mitigated, in particular provided that the measures taken are credible, lasting and avoid a reduction in public investment in productive sectors of the economy;

(a) 'qualifying venture capital fund' means a collective investment undertaking the committed capital of which is not redeemable before the liquidation of the fund and that invests on average in the two years following its first investment in accordance with this Regulation at least 55% and at least 70 % of its called committed capital in assets that are qualifying investments, after deduction of all relevant costs, short-term holdings in cash and cash equivalents, thereafter;

(8) In line with the aim of precisely circumscribing the collective investment undertakings which will be covered by this Regulation and in order to ensure their focus on providing capital to small undertakings in the initial stages of their corporate existence, the designation "European Venture Capital Fund" should be restricted to those funds that on average invest in the two years following the first investment in accordance with this Regulation at least 55% and thereafter at least 70 % of their called committed capital in such undertakings, after deduction of all relevant costs, short-term holdings in cash and cash equivalents.

2. Met de intentie om te handelen ingenomen posities zijn posities die door de instelling worden ingenomen met de bedoeling om op korte termijn weer te worden afgestoten en/of met de bedoeling op korte termijn een voordeel te behalen uit bestaande of verwachte verschillen tussen de aankoop- en verkoopprijzen of uit andere koers- of renteschommelingen.
