As a matter of fact, this central idea is highlighted by the European Commission itself in its proposal: ‘Directive 96/26/EC on admission to the occupation of road transport operator, the four Regulations on access to the road transport market, together with the deregulation of international transport prices which took place a few years earlier, shaped the internal market in road transport’.

– (FR) I voted for the report by my esteemed colleague, Mathieu Grosch, on the proposal for a regulation of the European Parliament and of the Council on common rules for access to the international road haulage market which aims to merge the texts regulating access to the international road and cabotage transport market, currently governed by previous regulations and directives.

Zoals we hebben onderstreept met betrekking tot dit voorstel voor een verordening tot vaststelling van gemeenschappelijke regels betreffende de voorwaarden om het beroep van wegvervoersondernemer te mogen uitoefenen, beoogt dit voorstel een verdergaande liberalisering van het internationale wegtransport door de concurrentie tussen vervoerders te bevorderen in een sector die al onder zware druk staat, wat de mensen die in de sector werken op allerlei manieren voelen.
As we highlighted with regard to the proposal for a regulation on common rules for access to the international road haulage market, this proposal aims to increase the liberalisation of international road transport by seeking to promote greater competition between operators in a sector that is already overwhelmed with countless heavy costs for its workers.

De voormalige Richtlijn 96/26/EC inzake de toegang tot het beroep van ondernemer van goederen- respectievelijk personenvervoer over de weg en zijn vier Verordeningen inzake toegang tot de vervoersmarkt zijn, met de deregulering van de prijzen van het internationale wegtransport die enige jaren daarvóór geïmplementeerd zijn, bepalend geweest voor de internationale vervoersmarkt, zij het met een minimum aan vervoerskwaliteit, terwijl het openstellen van de markt, voortkomend uit de Verordeningen, meer concurrentie teweeg heeft gebracht.
The former Directive 96/26/EC on admission to the occupation of road haulage operator and its four Regulations on access to the haulage market, with deregulation of the prices of international road haulage implemented a number of years previously, have shaped the internal haulage market, albeit with minimum haulage quality, while the opening of the market as arranged by the Regulations has created more competition.
