Op grond van haar controle geeft de Rekenkamer de Commissie in overweging: buiten crisistijd het preventie- en bestrijdingssysteem regelmatig te evalueren en het toezicht op de toepassing ervan te versterken; te zoeken naar middelen om de veehouders te betrekken bij het bestrijdingssysteem teneinde hen beter te motiveren tot snelle melding van de ziekte en inachtneming van de vervoersbeperkingen; de bij epidemieën toepasselijke financiële structuur te verhelderen en daarbij de financiële risico's voor de communautaire begroting zoveel mogelijk te beperken.
As a result of its audit the Court recommends that the Commission: carry out regular evaluation of the prevention and control arrangements outside crisis periods and increase supervision of their implementation; study ways of including farmers in the disease control system with a view to involving them more closely in rapid notification of disease and compliance with movement restrictions; clarify the financial framework applicable to epidemics of animal disease, while reducing as far as possible the financial risk to the Community budget.
