Calls for further action to ensure the rights of the Roma minority, who still face frequent discrimination; calls, in this respect, for accelerated implementation of the action plan for the Roma Decade to strengthen Roma inclusion, for sufficient and appropriate financial resources to be allocated and for the legislation to be reviewed; underlines the fact that a key to resolving the problems of the Roma in Albania is registration and the provision of access to housing and education; calls urgently on the Government to take resolute action to provide the necessary conditions;

Ook is een mentaliteitsverandering bij de meerderheidsbevolking nodig. Ook de leiders van de Roma moeten een bijdrage leveren, door inschrijving in het bevolkingsregister te bevorderen, het volgen van verplicht onderwijs te stimuleren en de uittocht van asielzoekers te ontmoedigen.

Urges that the prevention of marginalisation should begin in early childhood, so that as soon as a child is born it is entered in the population register in such a way that its nationality is recognised and it comes within the sphere of all social services; considers in particular that Roma children should be guaranteed high-quality early education services and that special measures should be taken to support their schooling;
