1. begrijpt dat iedereen iets anders verstaat onder biotechnologie, en dat biotechnologie wetenschappelijke technieken omvat die gebruikt worden om planten, dieren of organismen te kweken of te veranderen. Understands that biotechnology has different meanings for different people; it encompasses a collection of scientific techniques that are used to create or modify plants, animals and organisms, which can range from brewing to modern day transgenic plants; for the purpose of this resolution, the term biotechnology is used to mean the application of scientific technology to living organisms as well as parts, products and models thereof, in order to alter living or non-living materials to obtain knowledge, goods and services; it is a body of methods and techniques that employ as tools the living cells of organisms or part or products of those cells (such as genes and enzymes); biotechnology includes modern biotechnology techniques such as genetic engineering technology, but does not exclusively relate to transgenic technology, which is used to create GMOs;

26. emphasises the importance of biotechnology for the future of sustainable agriculture, for example in developing bioenergy, substitutes for oil products such as plastics and new sustainable methods for growing crops; stresses therefore that more agricultural funds must be allocated out of the CAP to the biotechnology sector, including funds for the education of farmers about the possibilities of biotechnology within the framework of sustainable agriculture.

De onderzoeksactiviteiten in het kader van het specifiek programma Samenwerking zullen vooral twee thema's betreffen: 1) "Energie", teneinde de eenheidskostprijs van brandstoffen te verlagen door conventionele technologieën te verbeteren en biobrandstoffen van de tweede generatie te ontwikkelen (bv. Fischer-Tropsch-biodiesel, lignocellulose-ethanol, biodimethylether) en 2) "Voeding, landbouw en biotechnologie”, waarbij biowetenschappen en biotechnologie worden toegepast om de systemen voor de productie van biomassa te verbeteren.
In the Cooperation Specific Programme research activities will concentrate mainly on two themes (i) “Energy”, aiming at bringing down the unit cost of fuels by improving conventional technologies and developing second-generation biofuels (e.g. Fischer-Tropsch biodiesel, lignocellulosic ethanol, bio-dimethylether) and (ii) “Food, agriculture and biotechnology”, applying life sciences and biotechnology to improving biomass production systems.

Considers that Community rules concerning the welfare and protection of consumers in the field of the life sciences and biotechnology should also be promoted at international level but without creating barriers to commerce and trade since many aspects are related to the world's trading system, which is governed by WTO agreements;

10. UNDERLINES that a comprehensive strategy needs a continuous effort to ensure policy coherence and monitoring. RECOGNISES the need for a monitoring and a regular exchange of views and experiences between Member States about creating framework conditions for the biotechnology industry and the well-functioning of markets. WELCOMES the Commission's intention to present its regular life sciences and biotechnology report including a report on the implementation of the following roadmap for the strategy on life sciences and biotechnology, together incorporating the elements listed in the following roadmap;

Such a programme may for example include measurement of the extent of commercial development of biotechnology: the resource base (human and financial), public policies (national and sub-national) to promote the development of commercial biotechnology (e.g. technology transfer and SME support), regulatory factors including transparency and other (national and sub-national) factors affecting the business climate for commercial biotechnology, and the use of the precautionary principle.

Considers it important to inform the public that biotechnology offers opportunities in various fields: from health to agriculture, from industry to alternative energy resources; opposes the view that, in medicine, genetic technology and biotechnology are primarily associated with opportunities, whereas in agriculture they are primarily associated with risks, is much more inclined to believe that in both areas there are major opportunities which should be taken advantage of, but also significant risks which need to be reduced by means of appropriate legislation;

- Impact of food on health: The objective is to provide the scientific basis for improving health through diet, and the development of new health-promoting foods, considering for instance new products, products resulting from organic farming, functional foods, products containing genetically modified organisms, and those arising from recent biotechnology developments, by means of an improved understanding of food metabolism and by harnessing the opportunities now available from proteomics and biotechnology.
