Afrondend denk ik dus - en velen van ons zullen binnenkort in Kinshasa de bijeenkomst van ACS-landen bijwonen - dat we, als we de positieve krachten in Congo willen helpen en ondersteunen, of het nu gaat om regeringskrachten of organisaties op het gebied van de mensenrechten of anderszins, een tweeledige boodschap moeten afgeven: een boodschap om de mensen te ondersteunen die een cultuur willen ontwikkelen waarbinnen het recht kan zegevieren en straffeloosheid bestreden wordt, en ook een boodschap aan de politieke krachten ter versterking van hun capaciteit om instrumenten in te zetten waarmee daadwerkelijk bestuur mogelijk wordt op alle fronten: veiligheid, uitvoering van de wet, implementatie van een aantal besluiten, en uiteindelijk, heel simpelweg, de geloofwaardigheid van de mensen die gekozen zijn. Want het is belangrijk, vier jaar na de verkiezingen die we allemaal wilden, en die we gefinancierd hebben en allemaal gesteund hebben, dat we niet alleen veroordelen, maar ook elke handeling aanmoedigen die gericht is op het daadwerkelijk concretiseren van zowel het overheidsbestuur als de democratie in het algemeen.
I therefore think, by way of conclusion – and many of us will soon be in Kinshasa to meet with the ACP countries – that, in order to both assist and support the useful, positive forces within Congo, be they governmental, community, human rights or other forces, we will send out a double message: a message of support to those who want to develop the culture of justice and of combating impunity, and also a message concerning the political forces and their capacity to equip themselves with the means to ensure real governance at all stages: when establishing security, applying laws, implementing a series of decisions and, quite simply, establishing the credibility, ultimately, of those elected. Indeed, four years after the elections we all wanted, financed and supported, it is important not only to condemn, but also to encourage any action that will enable the real, specific exercise of government authority and democracy in general.
