TRADUCTIONS EN CONTEXTE

33. verzoekt de Raad en de Commissie met klem de middelen voor civiele actie in Afghanistan aanzienlijk te verhogen, zodat de prioriteit die de EU geeft aan het civiele aspect geloofwaardig en zichtbaarder wordt in de ogen van de Afghanen en de internationale partners; benadrukt het belang van een doeltreffende en betrouwbare civiele politie voor de opbouw van de rechtsstaat in Afghanistan en is verheugd over het werk van de missie EUPOL Afghanistan; verzoekt de Raad onverwijld het nog altijd bestaande personeelstekort van de EUPOL-missie terug te dringen en de inzet hiervan in de provincies te vergemakkelijken door te zorgen voor extra logement en adequate logistieke ondersteuning van de missie; verzoekt de NAVO meer met de missie samen te werken en zijn politieacties met EUPOL te coördineren via het internationaal bureau voor politiecoördinatie (IPCB);

Urges the Council and the Commission to significantly increase resources for civilian engagement in Afghanistan in order to make the EU's civilian priority credible and more visible in the eyes of the Afghans and international partners alike; highlights the need to set up an effective and reliable civil police force to establish the rule of law in Afghanistan, and commends the work of the EUPOL Afghanistan mission; calls on the Council to remedy the ongoing problem of personnel shortages within the EUPOL mission as a matter of urgency, and to facilitate its deployment to the provinces by providing additional accommodations and adequate logistical support to the mission; calls on NATO to cooperate more closely with the mission and to coordinate its police work with EUPOL under the auspices of the International Police Coordination Board (IPCB);

A. overwegende dat de internationale verkiezingswaarnemingsmissie van het Europees Parlement, de parlementaire vergaderingen van de Raad van Europa, de OVSE en de NAVO alsook het Bureau voor Democratische Instellingen en Mensenrechten (ODIHR) van de OVSE besloten hebben dat de eerste en tweede ronde van de presidentsverkiezingen op respectievelijk 17 januari en 7 februari 2010 redelijk vrij en eerlijk geweest zijn en verlopen zijn in overeenstemming met de internationale normen voor democratische verkiezingen,
A. whereas the International Election Observation Mission of the European Parliament, the parliamentary assemblies of the Council of Europe, the OSCE and NATO and the OSCE Office for Democratic Institutions and Human Rights (ODIHR) concluded that the first and second rounds of the Presidential elections held on 17 January and 7 February 2010 had been relatively free and fair and had been held in accordance with international standards for democratic elections,

A. overwegende dat de internationale verkiezingswaarnemingsmissie van het Europees Parlement, de parlementaire vergaderingen van de Raad van Europa, de OVSE, de NAVO en het Bureau voor Democratische Instellingen en Mensenrechten van de OVSE (ODIHR) tot het besluit zijn gekomen dat de eerste ronde van de presidentsverkiezingen van 17 januari 2010 voldeed aan de meeste verplichtingen van de OVSE en de Raad van Europa; overwegende dat tijdens de tweede ronde het oordeel over de eerste ronde werd bevestigd,

Misschien stelt het EP, verwikkeld in de uitbreiding van de NAVO en de EU, “zich op het standpunt dat de Commissie, van zodra zij het beheer overneemt van het nieuwe instrument voor pretoetredingssteun (...), uiteindelijk bij de Raad een nieuwe taakomschrijving voor het Bureau moet indienen, daar dit – zoals overeengekomen – zijn werkzaamheden op de Balkan tegen eind 2008 moet beëindigen en moet worden omgevormd tot een echt Europees bureau voor buitenlandse operaties”.
Perhaps the EP, is wrapped up in the enlargement of NATO and the EU, ‘is convinced that, at the point where the Commission takes over the management of the new Instrument for Pre-Accession Assistance, (...), it should finally present to the Council a new mandate for the Agency, which should, as decided, finish its work in the Balkans by the end of 2008 and be converted into a truly European agency for external actions’.

Het besluit voorziet in een bijdrage van 820.000 euro voor activiteiten op dit gebied die zullen worden ondernomen in het kader van een project onder beheer van het NAVO-bureau voor onderhoud en bevoorrading (NAMSA).
