Expresses great concern at the very limited coverage of the Gezi Park events by Turkish media and the dismissal of journalists who criticised the government’s reactions to those events; recalls that freedom of expression and media pluralism, including digital and social media, are at the heart of European values and that an independent press is crucial to a democratic society, as it enables citizens to take an active part in the collective decision-making processes on an informed basis and therefore strengthens democracy; expresses deep concern at the new internet law which introduces excessive controls on, and monitoring of, internet access and has the potential to significantly impact on free expression, investigative journalism, democratic scrutiny and access to politically diverse information over the internet; points to the serious concerns expressed by the EU and the Organisation for Security and Cooperation in Europe and asks the Government of Turkey to revise the law in line with European standards on media freedom and freedom of expression; reiterates once again its concern at the fact that most media are owned by, and concentrated in, large conglomerates with a wide range of business interests, and points to the worrying and widespread phenomenon of self-censorship by media owners and journalists; is concerned about the dismissal of journalists from positions in the media as a result of their criticising the government; is deeply concerned about the procedures used to punish the owners of critical media; raises concerns about the implications of accreditation by state institutions, mainly targeting the opposition media; expresses deep concern at the particularly high number of journalists currently in pre-trial detention, which undermines freedom of expression and of the media, and calls on Turkey’s judicial authorities to review and address these cases as soon as possible; highlights the special role of public service media in strengthening d ...

The Commission shall present, three years after the VIS is brought into operation and every four years thereafter, a report to the European Parliament and to the Council on the implementation of Articles 13 12, 17 15, 38, 40 to 44 42 of this Regulation, including the implementation of the collection and use of biometric identifiers, the suitability of the ICAO standard chosen, compliance with data protection rules, experience with external service providers with specific reference to the collection of biometric data, the implementation of the 59-month rule for the copying of fingerprints and the organisation of the procedures relating to applications.

De Commissie dient drie jaar na de invoering van het VIS en daarna om de vier jaar, bij het Europees Parlement en de Raad een verslag in over de uitvoering van de artikelen 13, 17, 40 tot en met 44 van deze verordening, onder meer over de uitvoering van de verzameling en het gebruik van biometrische kenmerken, de geschiktheid van de gekozen ICAO-norm, naleving van de gegevensbeschermingsvoorschriften, ervaringen met externe dienstverleners met specifieke aandacht voor de verzameling van biometrische gegevens, de toepassing van de 59-maandenregel voor het kopiëren van vingerafdrukken en de organisatie van de inontvangstneming en behandeling van aanvragen.

The Commission shall present, three years after the VIS is brought into operation and every four years thereafter, a report to the European Parliament and to the Council on the implementation of Articles 13, 17, 40 to 44 of this Regulation, including the implementation of the collection and use of biometric identifiers, the suitability of the ICAO standard chosen, compliance with data protection rules, experience with external service providers with specific reference to the collection of biometric data, the implementation of the 59-month rule for the copying of fingerprints and the organisation of the procedures relating to applications.

3. De in artikel 5, lid 1, punt b), genoemde vingerafdrukgegevens die door een lidstaat zijn toegezonden, worden door de centrale eenheid vergeleken met de gegevens over vingerafdrukken die door andere lidstaten zijn toegezonden en reeds in de centrale gegevensbank zijn opgeslagen.
3. Fingerprint data within the meaning of point (b) of Article 5(1), transmitted by any Member State, shall be compared by the Central Unit with the fingerprint data transmitted by other Member States and already stored in the central database.
