Wat het bestuur betreft van het Centrum voor de ontwikkeling van het bedrijfsleven (CDE), staat in artikel 5 van Besluit 8/2005 van de commissie van ACS-EG-ambassadeurs van 20 juli 2005 inzake de status en het reglement van het CDE dat de commissie van ambassadeurs de toezichthoudende autoriteit van het Centrum moet zijn, terwijl in artikel 6 staat “De toezichthoudende organen van het Centrum zullen de raad van bestuur en het management zijn”.
As regards the Centre for Development and Enterprise (CDE) Board, Article 5 of Decision No 8/2005 of the ACP-EC committee of Ambassadors of 20 July 2005 on the status and rules of procedure of the CDE provides that the Committee of Ambassadors shall be the supervisory authority of the Centre while Article 6 provides that "The supervisory bodies of the Centre shall be the Executive Board and the Management".

The Joint Research Centre (JRC) carries out fundamental research and provides know-how and scientific and technical support for the policies of the European Union.

In meer concrete zin fungeert het als interface tussen het technologisch onderzoek en de concrete toepassingen daarvan in het kader van het EU-beleid. Voor het zevende kaderprogramma werd een specifiek programma ingesteld waarin de acties van het Gemeenschappelijk Centrum voor Onderzoek werden vastgesteld.
More specifically, it acts as an interface between technological research and the practical applications of this research in Community policies. In preparation for the Seventh Framework Programme, a Specific Programme has been drawn up defining the activities of the JRC.

The Management Board should have the necessary powers to establish the budget, check its implementation, draw up internal rules, ensure coherence with Community policies, adopt the Centre’s financial regulation in accordance with the provisions of the Financial Regulation applicable to the general budget of the European Communities , hereinafter referred to as the ‘Financial Regulation’, and appoint the director following a parliamentary hearing of the selected candidate.

Verder heeft de Europese Raad van december 2003 het belang benadrukt van de verzameling en analyse van gegevens over mensenrechten voor de vaststelling van een communautair beleid op dit gebied en verzocht het mandaat van het Centrum uit te breiden en het Centrum om te vormen tot een Agentschap voor mensenrechten.
