IS HET EENS over een routekaart (in bijlage) voor de toekomstige koers, met gedetailleerde tijdschema's voor te ondernemen acties; VERZOEKT het CFD en het EFC na te gaan in hoeverre vorderingen met de toezichtregelingen worden gemaakt, teneinde ervoor te zorgen dat de Europese toezichtregelingen de uitdagingen voor de samenwerking op toezichtgebied en de convergentie van toezichtpraktijken, die het gevolg zijn van meer beleidsvrijheid op toezichtgebied en het toezicht op grensoverschrijdende groepen in een context van verdere financiële integratie en mondialisering, volledig het hoofd kunnen bieden; VERZOEKT het CFD zijn analytisch werk over toezichtkwesties voort te zetten, teneinde de rol, efficiëntie en effectiviteit van het EU-toezichtkader op de complexe markten van vandaag te beoordelen; en NEEMT ER NOTA VAN dat de evolutie van lopende toezichtregelingen, zowel nationale als grensoverschrijdende, parallel moet verlopen met die van crisisbeheer/financiële stabiliteitsregelingen, en VERZOEKT het CFD en het EFC daarmee rekening te houden bij de verdere werkzaamheden op dit gebied, opdat samenhang tussen de regelingen voor crisispreventie en -beheer is verzekerd.
AGREES on a roadmap ( in annex) for way forward including detailed timetables for actions to be undertaken; INVITES the FSC and the EFC to monitor progress made on supervisory arrangements with a view to ensuring that the European supervisory arrangements can fully address the challenges to supervisory convergence and cooperation represented by enhanced supervisory discretion and cross-border group supervision in a context of further financial integration and globalisation; INVITES the FSC to continue its analytical work on supervisory issues with a view to assessing the role, efficiency and effectiveness of the EU supervisory framework in today’s complex markets; and NOTES that the evolution of going-concern supervisory arrangements, both at national and cross-border levels, should proceed in parallel with that of crisis-management/financial stability arrangements, and INVITES the FSC and the EFC to take this consideration into account in further work thereon to ensure consistency between the arrangements for crisis prevention and management.

Secondly, the Council invited the three level 3 committees to take into account the obstacles identified in the course of their work and in their reports, and also the report by the Financial Services Committee (FSC) on supervisory convergence, in their endeavours towards convergence of rules and practices.

NEEMT er NOTA VAN dat de Europese Centrale Bank en de nationale centrale banken in het Eurosysteem thans nagaan of een TARGET2-effectendienst voor afwikkeling in centralebankgeld van effectentransacties in euro haalbaar is; VERWACHT uiterlijk in februari 2007 meer inzicht te verwerven in de wijze waarop TARGET2-effecten tot de ontwikkeling, degelijkheid en efficiency van effectentransactieverwerkende diensten binnen de EU en haar lidstaten zouden kunnen bijdragen, en VERZOEKT het Comité financiële diensten (CFD) met TARGET2-effecten verband houdende vraagstukken te behandelen, ter bespreking door de Raad Ecofin, voorafgaand aan een besluit over het al dan niet uitvoeren van het initiatief dat naar verwachting in februari 2007 door de ECB zal worden genomen; VERZOEKT het CFD uiterlijk in juli 2007 de stand van vooruitgang met betrekking tot clearing en afwikkeling, onder meer door de pogingen om de veiligheid en soliditeit te versterken en door de opheffing van de "Giovannini-belemmeringen" in de lidstaten, te beoordelen; en uiterlijk in maart 2008 de algemene situatie te bespreken en een leidraad te verstrekken met betrekking tot de noodzaak van verdere beleidsmaatregelen in het licht van de hierboven genoemde evaluaties van de Commissie; en VERZOEKT het Economisch en Financieel Comité, op basis van bovengenoemde elementen, ten behoeve van de Raad alomvattende strategische besprekingen over deze vraagstukken in het najaar van 2007 en het voorjaar van 2008 voor te bereiden".
TAKES NOTE that the European Central Bank and National Central Banks in the Eurosystem are examining the feasibility of a TARGET2-Securities service for settlement in central bank money of securities transaction in euro; EXPECTS to obtain further insight by January 2007 on how TARGET2-Securities might contribute to the evolution, soundness and efficiency of post-trading services of securities transactions within the EU and its Member States; and INVITES the Financial Services Committee (FSC) to examine issues related to TARGET2-Securities for discussion by the Ecofin Council, prior to a decision on whether to take the initiative forward which is foreseen in February 2007 by the ECB; INVITES the FSC by July 2007 to assess the state of progress in clearing and settlement including with the efforts to enhance the safety and soundness as well as with the removal of the ‘Giovannini barriers’ in the Member States; and by March 2008 to examine the overall situation and provide guidance on the need for further policy measures in the light of the Commission's examinations mentioned above; and INVITES the Economic and Financial Committee to prepare comprehensive strategic discussions on these issues, based on the above mentioned elements, for the Council in Autumn 2007 and Spring 2008".

IS INGENOMEN met het overzicht van het beleid van de Commissie op het gebied van financiële diensten voor 2005-2010, zoals dat in het groenboek van de Commissie wordt gepresenteerd; NEEMT ER NOTA VAN dat het groenboek grotendeels spoort met zijn conclusies van 2 juni en 16 november 2004; BENADRUKT opnieuw dat de volledige en coherente uitvoering en de daadwerkelijke handhaving van alle maatregelen van het actieplan financiële diensten thans prioriteit moeten krijgen; ONDERSTREEPT dat de lidstaten hun rol moeten vervullen door de in het kader van het actieplan financiële diensten overeengekomen teksten tijdig om te zetten en toe te passen, dat de EU-regelgevers en -toezichthouders de nodige bevoegdheden inzake het toezicht moeten worden verleend en dat zij moeten helpen bij het consequent dagelijks toepassen van en toezicht houden op de voorschriften; BENADRUKT dat het momentum moet worden vastgehouden om belangrijke lopende initiatieven, zoals de voorbereiding van het project "Solvabiliteit II" in de verzekeringssector af te ronden; IS INGENOMEN MET de aanpak van de Commissie gericht op een verdere integratie op basis van een systematische analyse van de resterende belemmeringen en van de effecten, per geval, van het wegnemen van die belemmeringen. WELCOMES the outline of the Commission’s financial services policy for 2005-2010 as set out in the Commission’s Green Paper; NOTES that the Green Paper is broadly in line with its conclusions of 2 June and 16 November 2004; REAFFIRMS that full and consistent implementation and effective enforcement of all FSAP measures must now have priority; and STRESSES that Member States must play their role by transposing and implementing the agreed FSAP texts on time and EU regulators and supervisors must be given the necessary supervisory powers and assist in ensuring consistent day-to-day application and supervision of the rules; EMPHASISES that the momentum should be maintained for finalising important initiatives under way, such as the preparation of the Solvency II project in the insurance sector; and WELCOMES the approach taken by the Commission to further integration based on systematic analysis of remaining obstacles and of the impact of tackling those obstacles on a case-by-case basis; EMPHASISES the importance of the "better regulation" approach to be applied by the Commission to any new initiatives, including open and transparent consultation at all levels with an appropriate involvement also of consumers, thorough ex-ante economic impact assessments and ex-post evaluations, all based on a clear and transparent methodology; UNDERLINES that Member States should also contribute to making better regulation work to the best of their abilities and UNDERTAKES to carry out impact assessments on substantive Council amendments to legislative proposals; STRESSES that an integrated EU market for financial services poses further challenges for financial supervision in Europe, especially as regards supervision of cross-border groups and entities, and therefore ENCOURAGES the ongoing work of the FSC on enhancing the EU’s supervisory arrangements, and in particular, LOOKS FORWARD to its assessment of further policy priorities in developing financial supervision in the E ...
