In aansluiting op de conclusies van de Europese Raad van Berlijn heeft de Gemeenschap haar pretoetredingssteun aan de kandidaat-lidstaten in Midden-Europa meer dan verdubbeld sinds het jaar 2000; zoals de Europese Commissie in Agenda 2000 had voorgesteld is 3.120 miljoen EUR (cijfers van 1999) jaarlijks tussen 2000 en 2006 beschikbaar gesteld door middel van het Phare-programma en de twee andere pretoetredingsinstrumenten, ISPA en Sapard, die in 2000 zijn ingevoerd.
In line with the conclusions of the Berlin European Council, the Community has more than doubled its pre-accession assistance to the candidate countries of central Europe since the year 2000: as proposed by the European Commission in Agenda 2000, EUR3,120 million (1999 figures) was made available annually between 2000 and 2006 through the Phare Programme and the two other pre-accession instruments, ISPA and SAPARD which were introduced in 2000.

18. Commends the Commission for fully involving the candidate countries in the CAFE programme and sees this participation as a prerequisite for a smooth integration of Community air quality legislation into the legislative bodies of candidate countries; notes that there was no funding for combating air pollution in the budget of the Instrument for Structural Policies for Pre-Accession (ISPA) for the year 2000; calls, therefore, on the Commission and the candidate countries to promote projects concerning the combating of air pollution so that the candidate countries can play their part in combating air pollution and in the "Clean Air for Europe" programme;

18. beveelt de Commissie aan de kandidaatlanden volledig bij het CAFE-programma te betrekken en ziet deze deelneming als een voorwaarde voor een soepele opneming van de communautaire wetgeving op het gebied van luchtkwaliteit in de wetgeving van de kandidaatlanden; stelt vast dat in het kader van de ISPA-2000-begroting voor het jaar 2000 geen enkel krediet is uitgetrokken voor luchtvervuiling; verzoekt de Commissie en de kandidaatlanden derhalve projecten op het gebied van de bestrijding van luchtvervuiling te bevorderen, opdat de kandidaatlanden het hunne kunnen doen in de strijd tegen luchtvervuiling en voor het programma "Schone lucht voor Europa";

Hoewel de definities van lezen, schrijven en rekenen in het kader van de kennismaatschappij, en met name in verband met de stijgende behoefte aan ICT-vaardigheden, momenteel worden herzien, is het niettemin een feit dat Europa het laagste percentage analfabeten (1,3 %) in de wereld heeft (gemiddeld 20,6 %) en dat dit cijfer veel lager is dan het cijfer voor Noord-Amerika (7,3 %) (Bron: UNESCO - voor het jaar 2000 - cijfers zijn ramingen in % van de bevolking van 15 jaar en ouder).
While the definitions of literacy and numeracy are being revisited in the context of a knowledge-based society, particularly in relation to the increasing need for ICT skills, it is nonetheless true that the European continent has the lowest illiteracy rate (1,3) in the world (average 20,6) much lower also compared to that of the north American continent (7,3) (source: UNESCO - year 2000 - figures expressed as an estimated % of the population aged 15 years and over).

Wij denken echter dat de groei in Europa het hele jaar 2000 sterk zal toenemen, en dat wij als gevolg daarvan aan het eind van het jaar het Amerikaanse groeicijfer zullen evenaren.
