Encourages the EEAS to pay detailed attention to the country conclusions of the UN Committee against Torture, the subcommittee established under the Optional Protocol to the Convention against Torture, and the Council of Europe Committee for the Prevention of Torture, and to raise these concerns systematically in political dialogues with the countries concerned and in public statements; calls on the EEAS, especially the EU Delegations, and the Member States, and especially their embassies on the ground, also to step up the implementation of the EU Guidelines on Torture and other Cruel, Inhuman or Degrading Treatment or Punishment; urges the Member States to step up their monitoring of trade in goods that could be used to commit acts of torture or to inflict inhuman and degrading treatment, as well as their monitoring of trade in dual‑use goods and technologies;

Calls on third countries to cooperate fully with the UN Special Rapporteur, the Committee against Torture and regional anti-torture bodies such as the Committee for the Prevention of Torture in Africa, the European Committee for the Prevention of Torture (CPT) and the Organisation of American States (OAS) Rapporteur on the Rights of Persons Deprived of Liberty; encourages the Member States and the EEAS systematically to take into account the recommendations of the Special Rapporteur and other bodies for follow-up in contacts with third countries, including as part of the Universal Periodic Review (UPR) process;

– having regard to the statement adopted by the UN Committee against Torture on 22 November 2001 in connection with the events of 11 September 2001, pointing out that the prohibition against torture is an absolute and non-derogable duty under international law and expressing its confidence that ‘whatever responses to the threat of international terrorism are adopted by States parties [to the Convention], such responses will be in conformity with the obligations undertaken by them in ratifying the Convention against Torture’,

65. verzoekt de EDEO, de SVEU en de Commissie om derde landen sterker te ondersteunen bij de effectieve uitvoering van de aanbevelingen van de betreffende verdragsorganen van de VN, waaronder het Comité tegen foltering en zijn Subcomité inzake de voorkoming van foltering, de Commissie voor de rechten van het kind en het Comité voor de uitbanning van discriminatie van vrouwen;
65. Calls on the EEAS, the EUSR and the Commission to step up their support for third countries, enabling them to implement effectively the recommendations of the relevant UN treaty bodies, including the Committee against Torture and its Subcommittee on the Prevention of Torture, the Committee on the Rights of the Child and the Committee on the Elimination of Discrimination against Women;

74. verzoekt alle lidstaten die over nationale preventiemechanismen beschikken een constructieve dialoog aan te gaan om aanbevelingen van nationale preventiemechanismen, alsook aanbevelingen van het Comité inzake de voorkoming van folteringen, het VN-Comité tegen foltering en het VN-Subcomité inzake de voorkoming van foltering op coherente en complementaire wijze uit te voeren;
74. Calls on all those Member States which have NPMs to engage in a constructive dialogue with a view to implementing NPM recommendations, along with the recommendations of the CPT, the CAT and its Subcommittee for the Prevention of Torture, in a coherent and complementary way;
