TRADUCTIONS EN CONTEXTE

De rapporteur is tevreden met het voorstel voor een besluit betreffende de invoering van een interoperabele eCall in de hele EU, dat in overeenstemming is met het EU-actieprogramma inzake verkeersveiligheid 2011-2020 en met zijn eerder goedgekeurde resolutie van 3 juli 2012 (P7_TA(2012)0274).
The rapporteur welcomes the proposal for a decision on the deployment of the interoperable EU-wide eCall which is in line with the EU Road Safety Action Programme 2011-2020 and with its previous resolution adopted on 3 July 2012 (P7_TA (2012) 0274).

De invoering van een interoperabele eCall-dienst in voertuigen in alle EU-landen is een van de grote prioriteiten van de Unie en maakt deel uit van het actieprogramma inzake verkeersveiligheid 2011-2020.
The deployment of the interoperable EU-wide eCall service in the vehicles in all the EU countries is one of the major priorities for the Union and is part of the Road Safety Action Programme 2011-2020.

17. is bezorgd over de veiligheid van deze zwakke weggebruikers, met inbegrip van jonge mensen voor wie het sterftecijfer zeer hoog ligt; constateert dat het risico van dodelijke ongevallen met motoren en bromfietsen 17 keer hoger ligt dan met auto's, en dat lopen of fietsen negen maal gevaarlijker is; onderstreept dat de veiligheid aanzienlijk moet worden verbeterd, niet alleen voor inzittenden van auto's, maar ook voor kwetsbaardere weggebruikers zoals voetgangers, fietsers en motorrijders; onderstreept de noodzaak om bij onderwijs, wetgeving en controlemaatregelen met inzake de verkeersveiligheid de nadruk te leggen op risicogroepen via een meer holistische aanpak; verzoekt de Commissie om doelmatige maatregelen voor te stellen om ervoor te zorgen dat alle kwetsbare weggebruikers een maximale bescherming genieten, zoals gevarenwaarschuwingslichten voor de veiligheid van tweewielers; blijft bij zijn oordeel dat alle weggebruikers bewust dienen te worden gemaakt van de risico's en de manieren om deze te verkleinen; is verheugd over het door de EU gefinancierde Nieuwe programma voor de beoordeling van kinderzitjes (NPACS) waarin een geharmoniseerde test en classificatieprotocollen worden vastgelegd; doet een beroep op de Commissie om na te gaan of de veiligheid van kinderen een hogere prioriteit kan krijgen in het communautaire beleid inzake verkeersveiligheid en of extra aandacht voor de veiligheid van voetgangers tot uiting kan komen in de Euro NCAP-crash tests en in het begin van de tweede fase van de richtlijn inzake de veiligheid van voetgangers;

Is worried about the safety of those vulnerable road users; including young people, for whom the death rate is particularly high; notes that the risk of death in motorcycle or moped travel is 17 times higher than in car travel and that walking or cycling is up to nine times riskier; stresses that safety needs to be significantly improved not only for car occupants but also for weaker road users such as pedestrians, cyclists and motorcyclists; highlights the need to focus on road safety education, legislation and control measures on higher-risk groups through a more holistic approach; calls on the Commission to propose effective measures to ensure that all vulnerable road users benefit from maximum protection - such as hazard warning lights for the safety of two-wheeled vehicles; maintains that all road users should be made aware of the risks and of ways to reduce them; welcomes the EU- funded New Programme for the Assessment of Child Seats (NPACS) that establishes harmonised test and rating protocols; calls on the European Commission to investigate whether child safety could be given higher priority in the Community road safety policy, whether extra attention to pedestrian safety could be brought to bear in Euro NCAP crash tests and in the introduction of the second phase of the directive on pedestrian safety;

Voor de in artikel 2, onder c), bedoelde taak wordt de Commissie, naar gelang van de aard van het betrokken document, bijgestaan door het Socrates-comité en/of het Leonardo-comité, die zijn opgericht bij respectievelijk Besluit nr. 253/2000/EG van het Europees Parlement en de Raad van 24 januari 2000 tot vaststelling van de tweede fase van het communautaire actieprogramma op onderwijsgebied Socrates en Besluit 1999/382/EG van de Raad van 26 april 1999 tot vaststelling van de tweede fase van het communautaire actieprogramma inzake beroepsopleiding „Leonardo da Vinci” van de Raad.
1. For the purposes of Article 2(c), the Commission shall be assisted, depending on the nature of the document concerned, by the Socrates Committee and/or by the Leonardo Committee, established by Decision No 253/2000/EC of the European Parliament and of the Council of 24 January 2000 establishing the second phase of the Community action programme in the field of education ‘Socrates’ and by Council Decision 1999/382/EC of 26 April 1999 establishing the second phase of the Community vocational training action programme ‘Leonardo da Vinci’ respectively.

(7 quater) overwegende dat het communautaire actieprogramma inzake gelijke kansen voor vrouwen en mannen geen specifieke bepalingen bevat over meervoudige discriminatie; overwegende dat derhalve de resultaten van beide programma's gecoördineerd moeten worden zodat op Europees niveau efficiënte maatregelen kunnen worden genomen tegen meervoudige discriminatie op de gronden waarop dit actieprogramma betrekking heeft alsook op grond van geslacht;
(7c) Whereas the Community Action Programme on Equal Opportunities for Women and Men does not include specific provisions on multiple discrimination. Whereas, therefore, the results of both programmes must be coordinated so that effective action can be taken at European level against multiple discrimination on grounds covered by this action programme and also on grounds of gender.
