De vereiste om de communautaire financiën te beheren “overeenkomstig het beginsel van goed financieel beheer” is vastgelegd in het Verdrag (artikel 274) en tevens neergelegd in het Financieel Reglement.
The requirement to manage the Community’s finances ‘having regard to the principles of sound financial management’ is enshrined in the Treaty (Article 274) and recalled in the Financial Regulation.

Considers that, given the links frequently existing between Community fraud and organized crime, judicial cooperation to protect the Community's financial interests should immediately be strengthened and coordinated with existing forms of mutual administrative assistance, to see whether the operating methods used can be extended to judicial cooperation in other sectors such as Internet crime and the new forms of crime in general emerging in the information society;

23. Supports the idea of entrusting to the Unit on Coordination of Fraud Prevention (UCLAF) the Community's responsibilities for coordination and technical and operational assistance for national judicial authorities in criminal proceedings designed to protect the Community's financial interests; believes that the UCLAF should be given all the material and professional resources needed to carry out this task effectively;

Overwegende dat het voor een goed beheer van de communautaire financiën nodig is dat de fraude ten nadele van de begroting van de Gemeenschap doeltreffend wordt bestreden;
Whereas the sound management of Community finances requires that fraud against the Community budget be effectively opposed;
