While the Community should apply such conventions, this presupposes the introduction of Community rules on reliefs from customs duties designed, in accordance with the requirements of the Customs Union, to eliminate differences in the aim, scope and conditions for application of the reliefs contained in those conventions, and to enable all those concerned to enjoy the same advantages throughout the Community.

Ensure that the "Think Small First" approach is the guiding principle, while bearing in mind the three pillars of sustainable development when assessing the impact of existing and forthcoming legislation on SMEs at the Community level; bring forward specific proposals for reducing the burden of EU regulation on SMEs through its programme of simplification, and assessing administrative burdens using the EU common methodology; Bring forward specific provisions to encourage SME growth and development, such as longer transition periods, reduced fees, simplified reporting requirements and exemptions; Ensure that this approach takes into account all SMEs, traditional enterprises as well as enterprises with high growth potential ("gazelles"); Improve the role of the SME Envoy in fostering the application of the "Think Small First" principle in all Community initiatives and programmes; Propose measures for more efficient participation of SMEs in the European standardisation process and take an active part in the implementation; Review the public procurement rules and practices, taking into account the specific needs of SMEs, in order to facilitate their access to public procurement markets and practices;

(23) Gezien de bestaande internationale verplichtingen en het behoud van de concurrentiepositie van het communautaire bedrijfsleven is het raadzaam de vrijstellingen van energieproducten die worden geleverd voor de niet-recreatieve luchtvaart en zeescheepvaart te handhaven, maar de lidstaten moeten de mogelijkheid hebben om deze vrijstellingen te beperken.
(23) Existing international obligations and the maintaining of the competitive position of Community companies make it advisable to continue the exemptions of energy products supplied for air navigation and sea navigation, other than for private pleasure purposes, while it should be possible for Member States to limit these exemptions.

Whereas certain reliefs currently applied in the Member States stem from specific conventions concluded with third countries or international organizations; whereas such conventions, given their purpose, concern only the signatory Member State; whereas it does not appear necessary to define, at Community level, conditions for granting such reliefs, but appears sufficient simply to authorize the Member State in question to grant these reliefs, where necessary, by means of an appropriate procedure instituted for this purpose;
