...regionale en wereldwijde concurrentievermogen te verhogen; is van mening dat innovatie over de hele linie, rekening houdend met alle belanghebbenden, moet worden bevorderd, van innovatie op de werkvloer en niet-technische innovatie tot hoogtechnologisch OO in onderzoekslaboratoria; merkt in dit verband op dat werknemers proactief bij het innovatieproces moeten worden betrokken om zo de ontwikkeling van innoverende bedrijven te stimuleren die in economisch, sociaal en ecologisch opzicht een leidende positie innemen; onderstreept dat het nodig is de juiste randvoorwaarden te creëren en is van oordeel dat het van fundamenteel belang is voorwaarden te creëren die bevorderlijk zijn voor het functioneren en het concurrentievermogen van ondernemingen; is van mening dat de kennisbasis van Europa moet worden versterkt, dat de versnippering moet worden tegengegaan door in de wetenschap en in het onderwijs uitmuntende prestaties te stimuleren, dat de voorwaarden moeten worden geschapen om goede ideeën om te zetten in verhandelbare producten en dat de toegankelijkheid van financiering voor innovatieve bedrijven moet worden verbeterd, zodat er een voor innovatie gunstige omgeving wordt gecreëerd en de sociale en geografische ongelijkheid wordt opgeheven door de verspreiding van de verworvenheden van innovatie over de gehele Europese ruimte; benadrukt dat in dit verband met name rekening moet worden gehouden met het jaarlijkse innovatieverslag van de Commissie ('Scorebord voor de Innovatie-Unie 2013'), dat laat zien op welke wijze innovaties van invloed zijn op de bevordering van het duurzame concurrentievermogen, een vergelijkende beoordeling van de prestaties inzake onderzoek en innovatie van de lidstaten biedt en de relatieve sterke en zwakke punten van hun onderzoeks- en innovatiesystemen aantoont; ...

(6 bis) De besteding van financiële middelen van de Unie en de lidstaten ter bevordering van het concurrentievermogen van bedrijven en kmo's moet beter gecoördineerd worden zodat er voor complementariteit en meer efficiëntie en zichtbaarheid wordt gezorgd en zodat er een grotere budgettaire synergie ontstaat; de financiële enveloppe voor het programma voor het concurrentievermogen van ondernemingen en kleine en middelgrote ondernemingen (COSME-programma) mag in werkelijke cijfers niet minder bedragen dan de kredieten die zijn toegewezen aan het programma voor concurrentievermogen en innovatie (CIP-programma).
(6a) The spending of EU and Member States’ funds on the promotion of the competitiveness of enterprises and SMEs should be better coordinated in order to assure complementarity, better efficiency and visibility, as well as to achieve better budgetary synergies; the financial envelope of the Programme for the Competitiveness of Enterprises and SMEs (COSME programme) should not be less in real terms than the appropriations allocated to the Competitiveness and Innovation Framework Programme (CIP programme).

109. verzoekt de lidstaten de ontwikkeling en het concurrentievermogen van de verschillende soorten kmo's te stimuleren en in te gaan op hun specifieke behoeften via speciaal toegesneden maatregelen; onderstreept de bijdrage van het Europees Fonds voor regionale ontwikkeling (EFRO) en het Cohesiefonds aan de ontwikkeling en verbetering van de infrastructuur op het gebied van vervoer, energie, milieu en breedband, en aldus aan de totstandbrenging van een gunstig ondernemingsklimaat dat investeringen stimuleert en het concurrentievermogen schraagt; onderstreept de noodzaak om ondernemerschap te stimuleren en de steun aan kmo's te verhogen, gezien de essentiële rol die zij vervullen bij het verstevigen van het economisch concurrentievermogen;

Calls on the Member States to encourage the development and the competitiveness of the different types of SMEs, and to address their particular needs through tailor-made measures; underlines the contribution of the European Regional Development Fund (ERDF) and the Cohesion Fund to the development and improvement of transport, energy, environmental and broadband infrastructure, and thus to the creation of a favourable businesses environment that encourages investments and strengthens competitiveness; highlights the need to promote entrepreneurship and increase the support given to SMEs, recognising the key role they play in fostering economic competitiveness;

77. stelt vast dat de Rekenkamer opmerkingen heeft geformuleerd over het feit dat de meting van het concurrentievermogen alleen gebaseerd is op de regio's; benadrukt dat de Commissie niet de gelegenheid heeft gehad om het daadwerkelijk concurrentievermogen van individuele telers en fabrieken te onderzoeken; spreekt in dat opzicht zijn bezorgdheid uit over het feit dat, als het concurrentievermogen van een regio niet is gebaseerd op het werkelijke vermogen, maar op de verstoorde markt als gevolg van de hoge quota die in sommige regio's op basis van politieke criteria werden toegekend, is er geen garantie dat de nieuwe situatie na de hervorming optimaal is als het gaat om het daadwerkelijke concurrentievermogen van deze regio's;

Notes that the Court of Auditors has reservations concerning the measurement of competitiveness based solely on regions; emphasises that the Commission did not have the opportunity to examine the actual competitiveness of individual growers and factories; is concerned that, if, accordingly, the competitiveness in a region is based not on its real potential but on the distortion of the market owing to relatively high quotas in some regions based on political criteria, the new situation created by the reform does not guarantee the optimum in terms of the real competitive potential of these regions;

De vijfdelige serie van de ELO over vernieuwing op het platteland, in 1999 geopend met een nummer over het ontwikkelen van een ruimtelijke strategie, is nu afgesloten met de vier vervolgdelen over sociaal concurrentievermogen, milieugericht concurrentievermogen, economisch concurrentievermogen en wereldwijd concurrentievermogen.
