De maatregel zou het Koninkrijk der Nederlanden ertoe machtigen om in de confectie-industrie een regeling toe te passen waarbij de verplichting tot afdracht van btw van de onderaannemer naar het confectiebedrijf (de aannemer) wordt verlegd.
The arrangement would authorise the Kingdom of the Netherlands to apply in the ready-to-wear clothing industry a scheme for shifting the subcontractor’s obligation to pay over VAT to the tax authorities from the subcontractor to the clothing firm (the contractor).

De gevraagde maatregel moet derhalve worden beschouwd als een maatregel ter voorkoming van bepaalde vormen van belastingfraude en -ontwijking in de confectie-industrie.

Bij brief, ingekomen bij het secretariaat-generaal van de Commissie op 24 november 2006, heeft het Koninkrijk der Nederlanden verzocht om in de confectie-industrie bijzondere belastingmaatregelen te mogen toepassen, waartoe het reeds eerder bij Beschikking 1998/20/EG van de Raad (2) voor een beperkte periode machtiging had verkregen.
In a letter registered with the Secretariat-General of the Commission on 24 November 2006, the Kingdom of the Netherlands requested authorisation to apply a special tax measure in the ready-to-wear clothing industry as previously authorised for a limited period by Council Decision 1998/20/EC (2).
