Welcomes the efforts by the US administration to rebuild trust through the umbrella agreement, as well as the fact that the Judicial Redress Act of 2015 has been put before Congress; considers it of paramount importance to ensure the same rights in all the same circumstances of effective judicial redress for EU citizens/individuals whose personal data are processed in the EU and transferred to the US, without any discrimination between EU and US citizens; calls on Congress to pass legislation guaranteeing this; underlines that one prerequisite for signature and conclusion of the umbrella agreement is the adoption of the Judicial Redress Act in the US Congress;

10. herbevestigt dat de nieuwe overeenkomst de huidige TLD moet omvormen tot trans-Atlantische assemblee die als platform dient voor de parlementaire dialoog, het vaststellen van doelstellingen alsmede een gezamenlijk toezicht op de tenuitvoerlegging van de overeenkomst en voor de coördinatie van de werkzaamheden van zowel het Europees Parlement als het Congres van de VS in zaken die beide partners ter harte gaan, met inbegrip van een nauwe samenwerking van commissies en rapporteurs aan beide zijden; is van mening dat deze assemblee twee maal per jaar in plenaire vergadering bijeen moet komen en dat zij op voet van gelijkheid moet worden samengesteld uit zowel leden van het Europees Parlement als leden van de beide huizen van het Amerikaans Congres; is van mening dat de assemblee werkgroepen zou kunnen instellen om de plenaire vergaderingen voor te bereiden; wijst er andermaal op dat binnen deze assemblee een wederzijds functionerend vroegtijdig waarschuwingssysteem op wetgevingsniveau in het leven moet worden geroepen; meent dat een stuurcommissie de verantwoordelijkheid moet krijgen voor de bevordering van de samenwerking tussen de wetgevingscommissies en de rapporteurs van het Europees Parlement en het Amerikaanse Congres inzake wetgeving met relevantie voor een verdere integratie van de trans-Atlantische markt, en met name voor de werkzaamheden van de TEC;
10. Reaffirms that the new agreement should upgrade the current TLD into a transatlantic assembly, serving as a forum for parliamentary dialogue, identification of objectives and joint scrutiny of the implementation of the agreement, and for coordination of the work of both the European Parliament and the US Congress on issues of common concern, including close cooperation of committees and rapporteurs from both sides; considers that this assembly should meet in plenary twice a year and be comprised on an equal basis of both Members of the European Parliament and Members of both Houses of the US Congress; is of the view that the assembly could establish working groups to prepare the plenary meetings; reiterates that a reciprocal legislative early-warning system should be created within this assembly; believes that a steering committee should be responsible for enhancing cooperation between the legislative committees and rapporteurs of the European Parliament and the US Congress on legislation which is relevant with regard to further integration of the transatlantic market and in particular to the work of the TEC;
