In today’s policy Communication on consular protection in third countries, the European Commission sets out concrete actions on how to raise EU citizens’ awareness of their rights.

De Commissie zal in maart 2011 een mededeling presenteren over de stand van zaken en verdere maatregelen op het gebied van consulaire bescherming van EU-burgers in derde landen. Zij zal hierin de balans opmaken van de bijdrage die de EU heeft geleverd tot doeltreffende consulaire bescherming in derde landen, overeenkomstig het actieplan 2007-2009 van de Commissie[23], en op basis van de opgedane ervaring en het vernieuwde juridisch kader richtsnoeren aanreiken voor de toekomst.
The Commission will present a Communication in March 2011 on "Consular protection in third countries: the case for the EU citizen - state of play and way forward" taking stock of the EU's contribution to effective consular protection in third countries as announced in the Commission's Action Plan 2007-2009[23] and giving orientations on the way forward based on the experience gained and the renewed legal framework.

Dit zou bijvoorbeeld kunnen worden bereikt door de reeds in het Verdrag opgenomen specifieke rechten van de burgers van de Unie verder te verruimen (iedere burger moet vrij kunnen reizen en zonder beperkingen op het grondgebied van de Unie kunnen verblijven, de door de diplomatieke en consulaire instanties in derde landen geboden bescherming moet worden uitgebreid), door nieuwe rechten op te nemen en door de artikelen van het Verdrag aangaande het burgerschap te vereenvoudi- gen.
This could be achieved, for example, by deepening the specific rights of citizens of the Union already included in the Treaty (achieving unrestricted freedom of movement and residence, completing diplomatic and consular protection in third countries), by the inclusion of new rights, and also through simplification of the Treaty articles relating to citizenship.
