Op grond van artikel 18, lid 2, van richtlijn 2010/24 is de aangezochte autoriteit er niet toe verplicht de in artikel 5 en de artikelen 7 tot en met 16 bedoelde bijstand te verlenen „indien het initiële verzoek om bijstand krachtens artikel 5, 7, 8, 10 of 16 betrekking heeft op schuldvorderingen die meer dan vijf jaar oud zijn, te rekenen vanaf de datum waarop de schuldvordering in de verzoekende lidstaat opeisbaar is geworden tot de datum van het initiële verzoek om bijstand”.
Article 18(2) of Directive 2010/24 excuses the requested authority from providing the forms of assistance set out in Articles 5 and 7 to 16, ‘if the initial request for assistance pursuant to Articles 5, 7, 8, 10 or 16 is made in respect of claims which are more than 5 years old, dating from the due date of the claim in the applicant Member State to the date of the initial request for assistance’.

Vóór de datum van vaststelling van dit besluit ingediende aanvragen van de EU-milieukeur voor producten die binnen de productgroep „televisietoestellen” vallen, worden beoordeeld volgens de eisen in de versie van Beschikking 2009/300/EG die van kracht is op de dag onmiddellijk voorafgaand aan de datum van vaststelling van dit besluit („de oude versie van Beschikking 2009/300/EG”).
1. Applications for the EU Ecolabel for products falling within the product group ‘televisions’ submitted before the date of adoption of this Decision shall be evaluated in accordance with the conditions laid down in the version of Decision 2009/300/EC in force on the day immediately preceding the date of adoption of this Decision (‘the old version of Decision 2009/300/EC’).

Voor verdere verplaatsingen naar andere lidstaten is dit certificaat geldig vanaf de datum van de documenten- en overeenstemmingscontroles voor in totaal vier maanden of tot de datum van het verstrijken van de geldigheid van de rabiësvaccinatie of totdat de voorwaarden betreffende dieren die minder dan 16 weken oud zijn, zoals bedoeld in punt II. 3, niet langer gelden als deze datum eerder valt.
For the purpose of further movement into other Member States, this certificate is valid from the date of the documentary and identity checks for a total of 4 months or until the date of expiry of the validity of the anti-rabies vaccination or until the conditions relating to animals less than 16 weeks old referred to in point II. 3 cease to apply, whichever date is earlier.

2. Binnen één maand na de datum van vaststelling van dit besluit ingediende aanvragen van de EU-milieukeur voor producten die binnen de productgroep „televisietoestellen” vallen, kunnen worden gebaseerd op hetzij de criteria in de oude versie van Beschikking 2009/300/EG, hetzij de criteria in de versie van de beschikking zoals gewijzigd bij dit besluit.

Applications for the EU Ecolabel for products falling within the product group ‘televisions’ submitted within one month from the date of adoption of this Decision may be based either on the criteria set out in the old version of Decision 2009/300/EC or on the criteria set out in the version of that Decision as amended by this Decision.

3. EU-milieukeurlicenties die zijn toegekend op basis van de criteria in de oude versie van Beschikking 2009/300/EG, mogen worden gebruikt gedurende een periode van zes maanden vanaf de datum van vaststelling van dit besluit.

37. verzoekt de leden van de Commissie verzoekschriften definitieve interne regels goed te keuren om te waarborgen dat de werkzaamheden van deze commissie zo efficiënt en open mogelijk verlopen, en voorstellen te doen om het Reglement van het Europees Parlement in die zin te herzien, teneinde vaste vorm te geven aan hun constante pogingen gedurende de zevende zittingsperiode om de werkmethoden te verbeteren; verzoekt de Commissie verzoekschriften duidelijke termijnen voor de verzoekschriftenprocedure vast te stellen om de behandelduur in het Europees Parlement in te korten en het hele proces nog transparanter en democratischer te maken; onderstreept dat zo een vaste levenscyclus voor een verzoekschrift zou kunnen worden bepaald, vanaf de registratie tot de definitieve afsluiting in het Europees Parlement, te vergelijken met de bestaande termijnen voor het lopende werk aan wetgevings- en niet-wetgevingsdossiers; is van mening dat deze termijnen een waarschuwingsmechanisme moeten vormen dat automatisch de aandacht van de leden op verzoekschriften richt in gevallen waarin er gedurende een aanzienlijke periode geen actie of correspondentie is geweest, om te voorkomen dat oude verzoekschriften zonder goede reden jarenlang in behandeling blijven; herinnert eraan dat de onderzoeksmissie tot de centrale onderzoeksinstrumenten van de Commissie verzoekschriften behoort, en dat daarom de desbetreffende voorschriften dringend moeten worden herzien, zodat de nieuw verkozen leden hun bezoeken efficiënt kunnen afleggen en de indieners en de commissie snel op de hoogte kunnen stellen van hun bevindingen en aanbevelingen;
37. Calls upon MEPs in the Petitions Committee to adopt final internal rules to ensure maximum efficiency and openness in the work of the Committee and to make proposals to revise accordingly the Rules of Procedure of the European Parliament in order to consolidate their continuous attempts during the whole seventh legislature to improve working methods; calls on the Petitions Committee to adopt clear deadlines in the process of petitions in order to speed up the petitions life-cycle in the European Parliament and make the whole process even more transparent and democratic; underlines that this could put in place a defined lifecycle of the petition from registration until their final closure in the European Parliament, similarly to the existing deadlines for the work in process on legislative and non-legislative files; considers that these deadlines should establish an alert mechanism which automatically draws Members’ attention to petitions on which there has not been any action or correspondence for a considerable amount of time, in order to avoid old petitions staying open over years without substantial reason; recalls that fact-finding visits are one of the key investigative instruments of the Petitions Committee, therefore an urgent revision of the relevant rules is needed, in order to enable the newly elected Members to carry out efficient visits and report swiftly back to the petitioners and the Committee on their findings and recommendations;
