Met het oog op het nastreven van deze prioritaire doelstelling hebben de ministers van Buitenlandse Zaken op 10 december 2001 een gericht initiatief gelanceerd om op het gebied van non-proliferatie, ontwapening en wapenbeheersing doeltreffend te kunnen reageren op de dreiging die uitgaat van het internationale terrorisme. Dit initiatief is toegespitst op multilaterale instrumenten, exportcontrole, internationale samenwerking en politieke dialoog.
In pursuing this priority objective, on 10 December 2001 the foreign ministers of the European Union launched a targeted initiative to respond effectively in the field of non-proliferation, disarmament and arms control to the international threat of terrorism, which focuses on multilateral instruments, export controls, international co-operation and political dialogue.
