Points out the opportunities offered to Member States and to media education experts by the 'Creative Europe' programme; notes that the EU’s programmes in the areas of education, culture, social activities and sport constitute essential pillars of support for the actions taken by Member States to tackle inequalities and prevent marginalisation; stresses the importance of developing new actions to promote European values in education, as part of the European strategic framework for cooperation in education and training; insists therefore, among other things, on targeting the transmission and practice of civic values throughout the programmes Europe for citizens, Erasmus + and Creative Europe;

Recalls also that Erasmus+ and Creative Europe should to open up to smaller-scale projects that are key to creativity, mobility and innovation in Europe; considers that smaller projects in Erasmus+ under key 2 actions in schools should be especially targeted from now on, as there has been a constant decline in the number of smaller projects selected in this area and this is in direct contradiction with the goals of the Union in terms of developing education and mobility at schools; considers, furthermore, that due emphasis should be placed on smaller projects in Creative Europe, as they are key to a very distinctive European characteristic, enabling artists and cultural workers to meet and develop laboratories of ideas, practices and innovation;

The Commission will perform regular monitoring of the Creative Europe Programme on the basis of the performance indicators set out in Article 14, which include: the sectors’ share of employment and share of GDP; the degree of internationalisation of cultural operators and the number of transnational partnerships; the number of admissions for European films in Europe and worldwide; the percentage of European audiovisual works in cinemas, TV and digital platforms; the volume of loans granted in the framework of the financial facility.
