De ministers van cultuur hebben een uitvoerig debat gehouden over de aanwijzing van de cultuurstad van Europa voor het jaar 2001.
The Ministers for Culture held a detailed discussion on the choice of the European City of Culture for the year 2001.

Er zijn momenteel zeven steden die zich kandidaat hebben gesteld als cultuurstad van Europa voor het jaar 2001 namelijk (in alfabetische volgorde): Basel (Zwitserland), Genua (Italië), Lille (Frankrijk), Porto (Portugal), Riga (Letland), Rotterdam (Nederland) en Valencia (Spanje).
To date, seven cities have applied to be chosen as "European City of Culture" in 2001, namely (in alphabetical order): Basel (Switzerland), Genoa (Italy), Lille (France), Oporto (Portugal), Riga (Latvia), Rotterdam (Netherlands) and Valencia (Spain).

Het omvat de volgende acties : - ondersteuning van culturele evenementen en projecten die in partnerschap of in de vorm van netwerken tot stand worden gebracht (met organisaties, scheppende of uitvoerende kunstenaars uit ten minste drie Lid-Staten) ; - breed opgezette samenwerkingsacties ; - deelneming van derde landen ; - Cultuurstad van Europa en Europese Cultuurmaand ; - begeleidende acties.
It comprises the following types of action: - support for events and cultural projects carried out in partnership or through networks (involving creative or performing artists or others active in at least three Member States). - large-scale European cooperation projects. - participation of non-member countries. - European City of Culture and European Cultural Month.

Volgens het gemeenschappelijk standpunt bevat het programma de volgende acties : - steun aan culturele evenementen en projecten die uitgevoerd worden in partnerschap of in de vorm van netwerken (met uitvoerders - artiesten, vertolkers of anderszins - van ten minste drie Lid-Staten) ; - grootschalige acties van Europese samenwerking ; - deelneming van derde landen ; - Cultuurstad van Europa en Europese Cultuurmaand ; - specifieke maatregelen (vergaderingen, studies, onderzoek).
