Om rekening te houden met de ontwikkeling van de markt en met de recente technische vooruitgang beoogt de richtlijn de intrekking van Richtlijn 92/38/EEG (die voorzag in de overgang van de PAL- en SECAM-televisienorm naar de hoge-definitie-televisie via de op satelliet- en kabeluitzendingen toepasselijke transmissiesystemen D2-MAC en HD-MAC). In de nieuwe richtlijn wordt bepaald dat de Lid-Staten maatregelen moeten treffen die bijdragen tot een versnelde ontwikkeling van geavanceerde televisiediensten, met inbegrip van televisiediensten in breedbeeldformaat (16:9), hoge-definitietelevisiediensten en televisiediensten die gebruik maken van volledige digitale transmissiesystemen.
The purpose of the Directive is to repeal Directive 92/38/EEC in the light of market developments and recent technical advances: Directive 92/38/EEC provided for the switch from the current PAL and SECAM television systems to HDTV using the D2-MAC and HD-MAC transmission systems applicable to satellite and cable broadcasting. The new Directive provides for Member States to take measures to promote the accelerated development of advanced television services including wide- screen (16:9) television services, high-definition television services and television services using fully digital transmission systems.

Voor de diensten die in de eerste fase worden ondersteund zal gebruik worden gemaakt van de twee thans beschikbare analoge systemen: D2-MAC (Frankrijk, Nederland, Spanje) en PAL Plus (Duitsland, Portugal).
