26. erkent dat infrastructuurbouw, urbanisatie, industrialisering en fysiek ingrijpen in het landschap in het algemeen tot de belangrijkste oorzaken behoren van de fragmentatie van ecosystemen en habitats; verzoekt de plaatselijke, regionale en nationale overheden, in de context van hun algemene stedenbouwkundige regels en uitvoeringsmaatregelen en binnen het kader van hun bevoegdheden, om in hun planning en ontwikkelingsprojecten op zowel grote als kleine schaal rekening te houden met deze factoren die een gevaar vormen voor ecosystemen en habitats; erkent de druk en de noodzaak die op plaatselijk en regionaal niveau bestaan om te zorgen voor substantiële economische ontwikkeling en adviseert dat plaatselijke en regionale overheden behoedzaam streven naar een balans tussen ontwikkeling en de noodzaak van bescherming van biodiversiteit en natuurlijke habitats; steunt verdere hervorming en toepassing van ontwikkelingsbeleid op regionaal en plaatselijk niveau om voordelen uit biodiversiteit te halen en om een einde te maken aan een verdere afname van het aantal habitats, vooral in tijden van economische en financiële crisis;

Recognises that infrastructure-building, urbanisation, industrialisation and physical intervention in the landscape in general are among the most significant drivers of the fragmentation of ecosystems and habitats; calls on local, regional and national governments, in the context of their planning regulations and implementation measures and within the framework of their competences, to consider these factors – which pose a threat to ecosystems and habitats – in their planning and development projects on both a large and a small scale; recognises the pressures and need at local and regional level to provide substantial economic development, and recommends that local and regional authorities be mindful of striking a balance between development and the need to protect biodiversity and natural habitats; supports further reform and use of regional and local development policies in order to deliver biodiversity benefits and halt further loss of habitats, especially in times of economic and financial crisis;

55. herinnert eraan dat de kustgebieden de voornaamste toeristische bestemming in Europa vormen en dat deze situatie waakzame aandacht vergt voor de methoden die worden gevolgd bij de ruimtelijke ordening van de kustgebieden, de risico's van intensieve urbanisatie en de noodzaak om de kwaliteit en de duurzaamheid van de kustgebieden, hun erfgoed en hun diensteninfrastructuur voor toeristen te waarborgen; onderstreept de noodzaak van adequate investeringen in een strategie voor kust-, eiland- en zeetoerisme om te verzekeren dat de Europese kusten tegen erosie worden beschermd, het milieu en de fauna in stand worden gehouden, de waterkwaliteit wordt verbeterd en uiteindelijk een duurzaam en kwalitatief kust- en onderwatertoerisme wordt ontwikkeld; verwelkomt in dit verband het initiatief van de Commissie om een strategie voor duurzaam kust- en zeetoerisme te ontwikkelen en dringt erop aan om gelijksoortige specifieke strategieën te ontwikkelen voor de eilanden, berggebieden en andere kwetsbare gebieden;
55. Points out that coastal regions represent the principal tourist destination in Europe and that it is therefore important to give due consideration to spatial planning methods in coastal areas, the risks of extensive urbanisation, the need to maintain the quality and sustainability of coastal areas, their heritage and tourist service infrastructure; stresses that adequate funds need to be invested in a coastal, island and marine tourism strategy in order to protect the European coastline from erosion, safeguard its environmental and animal heritage and improve water quality, all with the aim of developing sustainable and good-quality beach and underwater tourism; in this respect, welcomes the Commission initiative to develop a strategy for sustainable coastal and marine tourism, and calls for the development of similar specific strategies for the islands, mountain regions and other vulnerable areas;

Het belangrijkste werkterrein van de Vereniging voor de ontwikkeling van Kinsale is de urbanisatie. Sedert 1977 voert de vereniging een beleid van georganiseerd overleg dat erop gericht is "de expansie en de her-ontwikkeling te stimuleren, de vernietiging van het milieu tegen te gaan en de structuur van de stad en haar omgeving te beschermen".
The main field of activity of the Association for the Development of Kinsale is town planning, in connection with which it has pursued, since 1977, a policy of consultation with the aim of encouraging expansion and redevelopment, preventing the destruction of the environment and protecting the proportions and structure of the town and its local cachet.

De vereniging heeft bij voorbeeld een documentatiedienst over de urbanisatie opgezet ten einde de nieuwe gebouwen en voorzieningen met de bestaande te harmoniseren.
Its achievements have included, in particular, the establishment of a town planning documentation service so that new buildings and other features blend into the existing site.

De specifieke doelstellingen zijn met name: - totstandbrenging van regelingen voor de bewaking van het milieu (samen met het Europees milieuagentschap); - totstandbrenging van regelingen voor de controle op milieu- effecten van de primaire en secundaire sector en met name van de openbare werken; - steun aan acties met het oog op de naleving van de communautaire richtlijnen inzake milieu en in het bijzonder die betreffende afvalwater, afvalstoffen, toxische stoffen en drinkwater (richtlijnen die in direct verband staan met de infrastructuur); - steun aan acties met het oog op de naleving van de communautaire richtlijnen betreffende water (b.v. de bestrijding van de verontreiniging door nitraten), de bodembescherming, de verbetering van de kwaliteit van de lucht , de bescherming van vogels en van habitats. - steun aan acties waartoe in partnerschap is besloten en die beogen de Griekse staat betere werktuigen te verschaffen inzake ruimtelijke ordening, urbanisatie en bescherming van bossen en biotopen.
The specific objectives include: - setting up machinery for monitoring environmental factors (in collaboration with the European Environment Agency) - creating environmental control mechanisms in the primary and secondary sectors of industry, especially for public works - support for schemes to help meet Community environmental directives, above all on waste-water treatment, solid-waste disposal, toxic substances and drinking water (directives linked directly with infrastructure) - support for schemes to help meet Community environmental directives on water quality (e.g. controlling nitrate pollution), soil erosion, air quality, bird protection and habitat conservation - support for schemes agreed on in partnership which will give Greece better tools for spatial development planning, urbanization and protection of woodland and biotopes.
