In de meeste gevallen gaat het om de digitale transmissie van bewegende beelden waarop de traditionele telecommunicatienetten niet berekend zijn en die zij in vele gevallen niet kunnen uitvoeren. De Commissie wil vooral deze beperkingen opheffen om proefprojecten en nieuwe initiatieven op multimediagebied te stimuleren.
