Dat is de grondslag van een reeks nieuwe acties van commissaris voor Regionaal Beleid Corina Creţu en haar diensten in het directoraat-generaal Regionaal Beleid en Stadsontwikkeling, met steun van het directoraat-generaal Werkgelegenheid, Sociale Zaken en Inclusie.
This is what is behind a set of new actions organised by Commissioner for Regional Policy Corina Creţu and her services in the Directorate-General for Regional and Urban Policy, with a contribution from the Directorate-General for Employment, Social Affairs and Inclusion.

This two-day conference is organised by the European Commission's Directorate-General for Regional Policy in co-operation with the Directorate-General for Development, the Committee of the Regions and the Forum of Global Associations of Regions (FOGAR).

Ik denk aan de vervoerskosten, de toepassing van een geïntegreerd beleid voor het toerisme, de toepassing van een efficiënt ondernemingsbeleid, de onmiddellijke oprichting van een bestuurlijke eenheid voor de eilanden in het directoraat-generaal Regionaal beleid uitgaande van de met de bestuurlijke eenheid voor de ultraperifere regio’s opgedane ervaringen, opdat rekening kan worden gehouden met de bijzonderheden en behoeften van de eilanden en van hun permanente en tijdelijke inwoners bij de ontwikkeling en toepassing van het communautair beleid op met name het gebied van vervoer, energie, waterbeheer.
It is in this context that I should like to refer to the particular importance of granting state aid to island regions, where the cost of fuel and energy has an adverse impact on their competitiveness and on the flexible application of both existing and future state aid in relation to the cost of transport, the application of an integrated policy on tourism, the application of an effective business policy and the immediate creation of an administrative unit for islands at the Regional Policy DG on the basis of experience acquired by the administrative unit for remote regions, the operation of which will safeguard all the peculiarities and needs of the islands and of their permanent and seasonal inhabitants which are taken into account in the development and application of European policies, especially in the transport, energy and water resource management sectors.

Daarom is het noodzakelijk te zorgen voor synchronisatie van de financiële instrumenten die beheerd worden door het Directoraat-generaal Regionaal Beleid en het Directoraat-generaal Uitbreiding van de Commissie en te zorgen voor complementariteit en synergie tussen de financierings-instrumenten die voor de lidstaten bestemd zijn en die welke voor niet-lidstaten bestemd zijn.
It is therefore necessary to synchronise financial instruments managed by the Regional Policy Directorate-General and the Directorate-General for Enlargement of the Commission and to ensure complementarity and synergy between financial instruments for Member States and those for non-Member States.

In reactie hierop onderstreepte Graham Meadows, waarnemend directeur-generaal van het Directoraat-Generaal Regionaal beleid, het standpunt van de Commissie op dit vlak: "We willen de decentralisatie in Europa niet afremmen, integendeel, we moeten juist werken aan een efficiënte uitvoering van het regionaal beleid in de toetredingslanden".
In his reply, Mr Graham Meadows, acting Director General of DG Regional Policy, emphasised the Commission's stance in this matter: "We do not want to slow down the devolution process in Europe. Quite the contrary - what we have to do is to work for an efficient implementation of regional policy in the accession countries".
