The Council wishes to assure the honourable Member that security of supply represents one of the most important priorities of the Community’s energy policy, as is evident from the many approaches being employed, in accordance with this policy, in order to make the Community’s supplies more secure, including, among other examples, the diversification of sources of supply and transport routes, the diversification of energy sources, greater energy efficiency, an external energy policy, the optimisation of the functioning of the internal market in energy and measures aimed as promoting transparency.

The purpose of Community farm investment aid is to modernise agricultural holdings to improve their economic performance through better use of the production factors including the introduction of new technologies and innovation, targeting quality, organic products and on/off-farm diversification, including non-food sectors and energy crops, as well as improving the environmental, occupational safety, hygiene and animal welfare status of agricultural holdings, while simplifying the conditions for investment aid as compared with those laid down in Council Regulation (EC) No 1257/1999 of 17 May 1999 on support for rural development from the European Agricultural Guidance and Guarantee Fund (EAGGF)

Om de duurzame ontwikkeling van de plattelandsgebieden te waarborgen, dient het beleid te worden toegespitst op een beperkt aantal essentiële doelstellingen op communautair niveau die betrekking hebben op het concurrentievermogen van de land- en bosbouw, op het landbeheer en het milieu, en op de kwaliteit van het bestaan en diversificatie van de bedrijvigheid in die gebieden, rekening houdend met de uiteenlopende omstandigheden, gaande van afgelegen plattelandsgebieden die geconfronteerd worden met ontvolking en achteruitgang tot peri-urbane plattelandsgebieden die steeds meer onder druk komen te staan van stedelijke centra.
To ensure the sustainable development of rural areas it is necessary to focus on a limited number of core objectives at Community level relating to agricultural and forestry competitiveness, land management and environment, quality of life and diversification of activities in those areas, taking into account the diversity of situations, ranging from remote rural areas suffering from depopulation and decline to peri-urban rural areas under increasing pressure from urban centres.

Het bestaande financieringsstelsel, dat voorziet in een gedecentraliseerde financiering (de op grond van de communautaire regelgeving te verrichten uitgaven worden uitgevoerd door nationale betaalorganen) blijft van kracht, maar er dient met name een regeling te worden getroffen in verband met het feit dat het takenpakket van het EOGFL-Garantie wordt uitgebreid met de financiering van maatregelen voor het platteland.
