This Decision replaces the Convention on the use of information technology for customs purposes, as well as the Protocol of 12 March 1999 on the scope of the laundering of proceeds in the Convention on the use of information technology for customs purposes and the inclusion of the registration number of the means of transport in the Convention(hereinafter referred to as the "protocol on the scope of the laundering of proceeds") and the Protocol of 8 May 2003 established in accordance with Article 34 of the Treaty on European Union, amending, as regards the creation of a customs files identification database, the Convention on the use of information technology for customs purposes (hereinafter referred to as the "Protocol on the creation of a customs files identification database), with effect from 1 July 2011.

Annex I to the Act of Accession lists the seven relevant conventions and protocols in the justice and home affairs sphere, including: the Convention of 26 July 1995, drawn up on the basis of Article K.3 of the Treaty on European Union, on the use of information technology for customs purposes; the Protocol of 29 November 1996, drawn up on the basis of Article K.3 of the Treaty on European Union, on the interpretation, by way of preliminary rulings, by the Court of Justice of the European Communities of the Convention on the use of information technology for customs purposes; the Protocol of 12 March 1999, drawn up on the basis of Article K.3 of the Treaty on European Union, on the scope of the laundering of proceeds in the Convention on the use of information technology for customs purposes and the inclusion of the registration number of the means of transport in the Convention; and the Protocol of 8 May 2003, established in accordance with Article 34 of the Treaty on European Union, amending, as regards the creation of a customs files identification database, the Convention on the use of information technology for customs purposes.

Met dit gemeenschappelijke kader wordt beoogd : 1) een uniforme toepassing van het Gemeenschapsrecht te verzekeren die op alle plaatsen van het douanegebied van de Gemeenschap gelijkwaardige resultaten waarborgt, om - verstoringen die nadelig zijn voor de goede werking van de interne markt en die zich kunnen voordoen indien de douaneprocedures in de verschillende delen van de Gemeenschap op heterogene wijze worden toegepast, te voorkomen ; - de, met name financiële, belangen van de Gemeenschap te beschermen ; - alle burgers en deelnemers aan het economisch verkeer in de Gemeenschap dezelfde bescherming te verlenen, ongeacht de plaats binnen het douanegebied van de Gemeenschap waar de in- en uitklaringsformaliteiten worden vervuld, zonder dat de internationale handel daarvan hinder ondervindt ; 2) een bezinningskader te creëren om te bewerkstelligen dat de communautaire dimensie in acht wordt genomen bij de organisatie van de diensten en bij het installeren van de infrastructuur en de uitrusting, en te bevorderen dat de materiële middelen voor de tenuitvoerlegging van de communautaire wetgeving gemeenschappelijk worden gebruikt ; 3) de initiatieven die de Lid-Staten zouden voorstellen om afzonderlijk of gezamenlijk uit te voeren ter verbetering van de algehele doeltreffendheid van de douane-administraties bij de uitoefening van hun taak, te bevorderen ; 4) de Lid-Staten behulpzaam te zijn bij de ontwikkeling van de opleiding van de ambtenaren van de douane-administraties door deze opleiding aan te passen aan de evolutie van hun rol bij de toepassing van de communautaire douanewetgeving en van het gemeenschappelijk beleid aan de buitengrenzen ; 5) door passende initiatieven op het gebied van opleiding, bijstand en technische samenwerking, de oprichting of de ontwikkeling te bevorderen van hoogwaardige douanediensten in derde landen die, in het kader van overeenkomsten die door de Gemeenschap met deze derde landen zijn gesloten of zullen worden gesloten, de wens ...
That framework aims to: 1. guarantee that Community law is applied in such a way as to achieve equivalent results at every point of the Community customs territory in order to: - avoid distortions likely to prejudice the proper functioning of the internal market which might arise owing to variations in the way customs procedures are applied in the various parts of the Community; - protect the Community's interests, particularly its financial interests; - afford an equivalent level of protection to the Community's citizens and economic operators, at whatever point in the Community customs territory customs clearance formalities are carried out, while ensuring the necessary smooth flow of trade operations; 2. provide a framework for considering the Community dimension in the organization of services and in the provision of infrastructures and equipment, and promote the joint use of operational material contributing to the implementation of Community rules; 3. foster initiatives that Member States may propose to implement, singly or jointly, to improve the overall efficiency of customs administrations in carrying out their tasks; 4. help Member States develop training for customs officials by adapting it to their changing role in the implementation of Community customs rules and common policies at external borders; 5. contribute, by appropriate actions in the fields of training and technical assistance and cooperation, to the establishment or the development of high-quality customs services in third countries that so request under agreements which the Community has concluded or may conclude with those third countries, and by this means encourage the development of Community trade; 6. encourage openness and efficiency of customs action for the benefit of legitimate trade by strengthening relations between the Community's customs administrations, business, legal and scientific circles, and operators engaged in international trade.

BIJLAGE II OVEREENKOMST INZAKE HET GEBRUIK VAN INFORMATICA OP DOUANEGEBIED (Douane-informatiesysteem) Bij de op artikel K.3 van het Verdrag gebaseerde overeenkomst inzake het gebruik van informatica op douanegebied wordt een douane-informatiesysteem ingesteld.
ANNEX II CONVENTION ON THE USE OF INFORMATION TECHNOLOGY FOR CUSTOMS PURPOSES (Customs Information System) The Convention on the use of information technology for customs purposes, based on Article K.3 of the EU Treaty, will set up a Customs Information System.
