6 - reminds in this context the inclusion of the South Caucasus in the European Neighbourhood Policy in June 2004, and welcomes in particular the Council conclusions on 8 December 2009 on the South Caucasus, reaffirming the principles of the joint declaration of the Prague summit 7 May 2009 which established the ‘Eastern Partnership’ (EaP) - including the 3 South Caucasian countries - as a specific Eastern dimension of the European neighbourhood policy;

8 - encourages the multilateral cooperation that will take place within the EaP Platform 3 on ‘Energy security’ with the aim to strengthen the energy security of the EU and of the partners with regard to long-term energy supply and transit; and adheres to the four ‘core objectives’ adopted in the field of energy solidarity and security mechanisms, infrastructure development, interconnections and diversification of supply, promotion of increased energy efficiency and use of renewable resources, regulatory framework;

9. VERWACHT dat er in de volgende vier jaar door de respectieve OEKCA-landen, de Task Force EAP en de regionale milieucentra van de OEKCA geconcentreerde inspanningen zullen worden geleverd om de regionale milieucentra in staat te stellen onafhankelijker te opereren en deze taken van de EAP over te nemen; ZAL deze aangelegenheid opnieuw BEZIEN na een evaluatie halverwege door het Comité milieubeleid van de VN/ECE, twee jaar voor de volgende ministersconferentie in het kader van het "Milieu voor Europa"-proces;
9. EXPECTS that in the next four years, focused efforts by the respective EECCA countries, the EAP Task Force and the EECCA RECs will be made to enable the RECs to operate more independently and to take over these functions from the EAP; WILL CONSIDER this matter again after a mid-term review by the UNECE-CEP two years prior to the next EfE Ministerial Conference;

8. HERINNERT AAN de ministeriële verklaring van Kiev (punt 71) waarin de ministers besloten "mogelijkheden te overwegen om de functies van het secretariaat van de Task Force EAP naar Oost-Europa, de Kaukasus of Centraal-Azië te verplaatsen", en IS derhalve VAN OORDEEL dat er concrete stappen moeten worden ondernomen om de activiteiten van de Task Force EAP (Stuurgroep beleid) over te plaatsen naar de regionale milieucentra in de OEKCA om meer proactieve maatregelen en betrokkenheid van de zijde van de OEKCA-landen aan te moedigen;

RECALLS the Kiev Ministerial Declaration (para. 71) in which Ministers decided to "consider opportunities to relocate the EAP Task Force Secretariat functions to Eastern Europe, the Caucasus or Central Asia" and therefore CONSIDERS that concrete steps should be taken to transfer EAP Task Force activities to the Regional Environmental Centers in EECCA (EECCA RECs) to encourage more proactive action and commitment on the side of EECCA countries;

23. 23. RECOGNISING that recent extreme weather events in Europe and many other parts of the world have dramatically illustrated how vulnerable human societies are to climate change, and UNDERLINING the need for further international and Community actions and for prevention measures in the fields of climate, energy and transport, as outlined in the 6th EAP, as well as in the field of flood control, refers to the conclusions on the preparation of the Eighth Conference of the Parties (COP8) to the United Nations Framework Convention on Climate Change (UNFCCC) (New Delhi, 23 October to 1 November 2002).
