53. stelt met voldoening vast dat de EU thans beschikt over het operationele vermogen voor het gehele gamma van de Petersbergtaken, hetgeen is onderstreept door de lancering van de eerste EVDB-operaties, namelijk de politiemissie van de Europese Unie (EUPM) in Bosnië en Herzegovina, CONCORDIA in de FYROM en ARTEMIS in Bunia in de Democratische Republiek Congo; betreurt echter dat dit operationele vermogen nog steeds beperkt is en afgezwakt wordt door tekortkomingen; verzoekt de Raad derhalve de militaire capaciteit van de EU te blijven ontwikkelen, o.a. door de oprichting van ECAP-projectgroepen;
53. Notes with satisfaction that the EU now has operational capability across the full range of Petersberg tasks, which has been reaffirmed through the launching of the first ESDP operations: EUPM in Bosnia-Herzegovina, Concordia in FYROM and Artemis in Bunia in the DRC; regrets however that this operational capability is still limited and constrained by many shortfalls and calls therefore upon the Council to continue to develop the EU's military capabilities including through the establishment of ECAP Project Groups;

The 1999 European Councils of Cologne and Helsinki gave new impetus to European security and defence policy through the definition of a headline goal to be achieved by 2003; and with the creation of new EU structures such as the Political and Security Committee, the EU Military Committee and the EU Military Staff. The European Capability Action Plan (ECAP), which seeks to fill EU capability shortfalls, is likely to include off-the-shelf procurement and collaborative programmes as well as defence research and technology measures.

Gezien de lange levensduur van defensiematerieel is harmonisatie van de planning en aanschaf van materieel ook afhankelijk van verbetering van het huidige Europese vermogensactieplan (ECAP), wat perspectief kan bieden voor de langere termijn.
Given the long lifetime of defence equipment, harmonisation of the planning and procurement of equipment will also depend on an improvement in the current European Capabilities Action Plan (ECAP) which should help to bring a longer-term perspective.
