Medio 2003 kwam de Commissie met een voorstel voor een kaderrichtlijn inzake ecodesign voor energie gebruikende producten aan de hand waarvan het mogelijk zou moeten worden actieve minimumefficiëntievereisten vast te stellen of vrijwillige overeenkomsten op dit terrein aan te moedigen.
